1. Work under the supervision of the Team Leader in Bekaa, who, in turn, reports to the Representative. The Team Leader also liaises with the Associate Community Services Officer and the Senior Protection Officer for technical support, as well as the education/health/community development focal persons, all of whom are based in Beirut.
2. Coordinate, monitor and supervise the functions and activities of the community services clerks in areas related to community development, education, health care, financial assessments, social assessments, livelihood, detention etc.
3. Together with protection staff, assess the protection situation, identify concerns and needs as they arise, either in the individual case or at the community level, including through home visits and participatory assessments;
4. Carry out regular field visits to the designated areas in Bekaa and keep the Team Leader informed of findings and actions/activities to be undertaken;
5. Assist the office in defining population needs through effective needs assessments, preferably through interagency assessments benefiting from the participatory assessment approach;
6. Contribute to defining appropriate interventions that address population needs according to UNHCR policies. Support in the establishment of referral and coordination mechanisms among governmental institutions, local NGOs and institutions that are providing support refugees in Lebanon in identified key areas, in consultation with others.
7. Provide guidance and supervision to community services assistants in their daily activities to address the needs of persons who have been identified as having specific needs and provides guidance on the appropriate course of action and referrals. When necessary, accompany community services assistants and partner social workers during home visits to refugees.
8. Monitor the situation of displaced persons, identify issues that require particular attention, especially those related to persons with specific needs and propose interventions in the individual case;
9. Pay special attention to issues pertaining to sexual and gender based violence (SGBV), unaccompanied and separated children (UAC/SC), older persons, single parents, persons with disabilities, children-at-risk etc and advise on the appropriate course of action. Report on these issues and ensure that identified persons are part of the existing referral systems to ensure effective and timely response to the needs of the abovementioned groups;
10. Conduct best interest processes for children-at-risk, including separated and unaccompanied children.
11. Work closely with Protection on the situation or status of designated individual cases, as well as on issues related to legal support and durable solutions, as needed;
12. Participate in any relevant community services activities aimed at supporting local and refugee community structures which provide services to refugees and other persons of concern to UNHCR. Coordinate with other agencies in these areas along the set objectives and priorities;

14. Participate in relevant field coordination meetings especially those related to Protection/Community Development.
15. Participate in monitoring the delivery of UNHCR and other assistance especially to persons with specific needs (women, children and elderly).
16. Contribute to office reporting requirements: Contribute to the regular reporting requirements on issues related to community services, children, education, age, gender and diversity mainstreaming, elderly etc, as well as on individual cases. Maintain records and provide written updates on the situation and with recommendations.
17. Facilitate in training activities/ workshops organized by the Community Services unit and any relevant activities that enhance implementation of the Age, Gender, and Diversity Mainstreaming approach and the community development approach in all aspects of UNHCR operation.
18. Participate in advocacy efforts, i.e. in preparations for World Refugee Day, World AIDS Day, Marathon, etc.
19. Monitor the effectiveness of assistance activities delivered by partners supported by UNHCR. Provide necessary advice to ensure that activities are well coordinated and meet the specified objectives. Keep Team Leader and other functional units (Programme and Community Services) informed in case of any further actions required.
20. The staff member will have access to the required working facilities including desk, computer, telephone and transportation for official field visits.
