Accountability (key results that will be achieved)
- Effective support and advice is provided to promote AGD sensitive analysis of community risks and capacities as the essential basis for all of UNHCR’s work.
- Support and advice is provided to establishing community activities which address the social, cultural, and livelihood needs of populations of concern.
- Support is provided to involve the host community in the protection of persons of concern.
- The Age, Gender and Diversity (AGD) approach is applied in all aspects of his/her protection and solutions work on behalf of persons of concern.
Responsibility (process and functions undertaken to achieve results)
- Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy.
- Assist in initiatives with host communities to create links with refugees through the support of the Refugee Outreach Volunteers program across Mount Lebanon and Beirut.
- Support implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns, as well as child protection and prevention and response to SGBV.
- Monitor and assist with the implementation of UNHCR projects in the field, in particular in the sectors of education, health, community outreach and development.
- Assist in analysing protection risks and capacities of communities of concern, including through management of individual cases.
- Conduct individual counselling to refugees and refer them to available and appropriate social support/care and ensure follow-up as based on the genuine needs of the refugees seeking UNHCR assistance and to the guidelines and procedures agreed with the agencies concerned. Place special attention to persons with specific needs.
- Ensure that instances of counselling and/or referral of individuals are duly recorded in existing database systems and reports are drafted.
- Support participatory assessments by multifunctional teams and on-going consultation with persons of concern. Liaise on a regular basis with the refugee community outreach workers and committees, as well as other groups, with the aim to assist them in identifying their own needs, establishing priorities and meeting these needs.
- Collect data for monitoring of programmes and budgets from an AGD perspective, including reporting on incidents of GBV.
- Accompany, and interpret for, senior management in their contacts with local interlocutors.
- Draft and type routine correspondence, documents and reports using word processing equipment and maintain up-to-date filing systems. Contribute to the regular reporting requirements on community services related issues.
- Support efforts to build the office, partners and refugees’ capacity for community-based protection.
- Perform other duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
- Assist in the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR’s work.
- Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office and with persons and communities of concern based on agreed parameters.
- Identify which individuals or groups to prioritize for counseling and field visits based on agreed criteria.

- University Degree in social studies, social affairs, community development or any other related field
- Job Experience: Minimum of 4 years previous relevant job experience.
- Computer skills (MS Office, including Excel, Word, PowerPoint, Access).
- Fluency in English and working knowledge of another relevant UN language or local language

- Ability to perform under pressure and work long hours under stressful conditions and volatile security situation.
