Accountability1. UNHCR’s protection policies, standards and doctrine are consistently and coherently applied.2. Persons of concern to UNHCR are adequately received in the office, treated with dignity, kept informed and encouraged to participate actively in matters relating to their protection.3. The specific needs and protection issues facing persons of concern are identified in an accurate and timely manner.Responsibility1. Meet authorized personnel at designated field locations, travels with them and serves as a guide;2. Act as interpreter in the exchange of routine information, contributes to related liaison activities and responds directly to routine queries;3. Collects data and other information on development and/or subject-matter activities of the country or area;4. Follow up, on a regular basis, the overall situation in refugee settlements and other areas where refugees have been accommodated;5. In co-ordination with the local authorities, monitor the implementation of UNHCR assistance in refugee settlements and assist local implementing partners in matters pertaining to the well-being of refugees;6. Assist supervisor in planning, formulating, and evaluating projects;7. Perform other duties as required.Authority1. When counselling persons of concern, decide on the content of information and advice to be shared.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
 Completion of Secondary education courses/ training/ certificate in Business Administration, Social Science, International Law or related field
 At least 5 years of related work experience.
 Excellent knowledge of Arabic and English. French is an asset.
 Strong drafting and analytical skills
 Excellent organization, communication and advanced computer skills
2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES.
 University degree in Business Administration, Social Science, International Law or related field with 5 years of relevant experience
 Experience in Working with Refugees or other Persons of Concern
 Experience in working in Field Locations
 Communication skills
