      The Senior Program Assistant (Cash/Data Management), is directly involved in the cash program and contributes to the management of data collection and reporting activities. Reporting directly to the Field Officer, the incumbent works closely with the Assistant Data Manager Officer and liaises with relevant Officers for technical guidance on data management when requested.       Accountability (key results that will be achieved)   - UNHCR has reliable and up-to-date data on persons of concern.   - UNHCR registration and ProGres database are maintained with high quality so that it will be used for the operational planning and producing relevant reports and statistics.   Responsibility (process and functions undertaken to achieve results)   - Preparation of the different targeting lists for beneficiaries in coordination with the Assistant Data Manager. Supervise and follow-up on data collection with regard to Households visits conducted by UNHCR or its partners.   - Verify the consistency of the uploaded assistance data into Refugees Assistance Information System (RAIS)   - Assist in providing inputs and keeping updated records for the preparation of different reports on cash-based assistance for refugees.   - Apply UNHCR’s corporate tools (e.g. RAIS, Activity Info, proGres) to generate data for evidence-based decisions at the office level.   - Provide support and follow up for ATM card management (Card replacement, Pin Re-issue, photo mismatch ...)   - Assist in sending SMS’s to the refuges when required.   - Assist in compilation of data and interpreting the statistics for various MCAP reports on daily, weekly and monthly bases.   - In close coordination with the Cash unit, review and share the detailed list of cards that require replacement, cash balances to be transferred and new cards to be issued.   - Respond to queries by beneficiaries, the bank and other stakeholders related to various issues.   - Assist in the development of forms for data collection and analysis, if requested (ODK)   - Review changes and instructions on the cash program and follow up on any change required.   - Collects, registers and maintains information on Cash-based Assistance and activities.   - Prepare status and progress reports, prepare tables and draft routine correspondence for Cash Assistance Projects.   - Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze programme performance, trends and target interventions.   - Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.   - Support the data management team in all cross-checking requests.   - Provide support in the development of the distribution plans.   - Perform any other duties as may be assigned by the Cash Unit.   Authority (decisions made in executing responsibilities and to achieve results)   - Design operational reports, statistics, and other relevant data collection forms.   - Decide on the data recorded in database.   - Make recommendations and provide advice on the technical requirements   - Develop distribution plans and other relevant arrangements related to cash and basic assistance.

- Completion of secondary education with post-secondary training/certificate in Business Administration, Social Science or related field.
- Minimum of 4 years of previous job experience relevant to the function or in data management, statistics, analysis
- University Degree in IT, computer science or related fields with minimum 2 years of relevant experience.
- Knowledge of the UN system and the humanitarian community.
- Experience in data management (SQL Server, Ms Access)
- Ability to formulate DM-related technical requirements and Operating Procedures.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Proven skills to analyse statistical information.
- Advanced Excel skills (e.g. pivot tables, functions, etc.)
- Excellent knowledge of English and working knowledge of another UN language.
- Computer skills (MS office and Peoplesoft applications).
- Familiarity with ProGres and registration system.
- Technical GIS knowledge.
- Strong programming skills e.g. SQL Reporting Services (SSRS).
