Senior Programme Assistant - Prg007 - (G5 - Unops)

Provide inputs/review data and budgetary documentation on Country Operation Plans, monitor and report in accordance to UNHCR established procedures and processes. Provide inputs and circulate implementing instruments and agreements, as well as amendments to agreements when required and closures of project. Review detailed operation plans of the concerned country offices or Division using UNHCR's corporate tools (e.g. Focus Client, Global Focus, Globus Reader, MSRP) and follow up on any change required. Follow-up the commitments made under the Area of Budgetary Control of a given operation are in line with the Operating Levels and align with the Operation Plan in Focus. Provide inputs/review the submissions made to the Budget Committee concerning transfer of funds, increase/decrease of the operating level and follow up with concerned Units/Sections for necessary clearances. Assist in maintaining complete record of the financial status of operational budgets under the area of responsibility. Monitor commitments and expenditures in MSRP and advise the concerned country offices or Bureau/Division accordingly. Follow-up, in close coordination with the concerned Division Units/Sections on procurement liaising with the concerned units at Supply Management Service (DESS/SMS) and provide inputs for the memos for submission to Committee of Contracts. Assist in preparing periodic and ad-hoc reports on operational activities for presentation to Senior Managers and external interlocutors. Assist in acquainting field operations or other Units/Sections in new features and changes to institution-wide RBM tools and systems by assisting coaching and on the job training when required. Follow up with operations or Units/Sections in planning, prioritizing, allocating resource particularly during annual and mid-year programme review processes by liaising with relevant Divisions at HQs. Provide inputs for the selection process for the Implementing Partners (IPs). Liaise with Division of External Relations (DER), maintain records regularly on status of earmarked contributions, commitments, availability of funds, compile data and assist in producing narratives and financial inputs and reports for the Global Appeal/Report or any other reports assisting in keeping donor representatives briefed in developments of the operations. Participate in the briefing and debriefing of field programme staff. Perform other duties as required.
