Senior Protection Clerk – Detention Unit

Accountability -        UNHCR’s protection policies, standards and doctrine are consistently and coherently applied. -        Persons of concern to UNHCR are adequately received in the office, treated with dignity, kept informed and encouraged to participate actively in matters relating to their protection. -        The specific needs and protection issues facing persons of concern are identified in an accurate and timely manner.   Responsibility -        Register, timely determine the status of refugees and draft resettlement submissions (if necessary) in detention according to refugee international law standards / Well argued, logical assessments of cases and the number of cases interviewed and assessed per day. -        Interview asylum-seekers and refugees in detention to identify their protection needs / Accurate assessments of the protection needs of the refugees and the number of cases interviewed and assessed per day. -        Counsel asylum-seekers and refugees in detention on UNHCR’s procedures; keep them informed on the result of the assessment of their case. Ensure that asylum-seekers and refugees understand the procedures that they will go through and the reasons behind the decisions. -        Liaise closely with prison, immigration and law-enforcement officials / Ensure fair treatment of asylum-seekers and refugees in detention. Report to supervisor on any abuses of person of concern to UNHCR in detention for further and appropriate follow-up with the Lebanese authorities. -        Any other function requested by the supervisor / As a member of the protection team and UNHCR RO Beirut, contributing to enhance the protection space for persons of concern to UNHCR in Lebanon.   Authority -        Decide on information entered into relevant databases (e.g. registration, asylum-seekers, refugees, returnees and/or IDPs). -        Submit individual payment requests for persons of concern for approval by the designated officer. -        Decide which persons of concern to interview. -        When counselling persons of concern, decide on the content of information and advice to be shared. -        Submit recommendations on voluntary repatriation or refugee status to be provided for approval by the designated officer.
