Eight years into the Syria crisis, Lebanon remains the country hosting the largest number of refugees per capita, with nearly 950,000  Syrian refugees registered with UNHCR, about 20,000 refugees of other origins - mostly Iraqi - and Palestine refugees under UNRWA’s mandate.  There are no formal camps for Syrian refugees in Lebanon, and refugees are living in hundreds of communities and locations across the country.

 

The refugee response is led by the Government and UNHCR and UNDP, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 150 UN agencies, national and international NGO partners [over 150 actors, including UN agencies, national and international NGOs and Ministries] in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and vulnerable Lebanese communities. The Lebanon Chapter of the Response Plan falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

 

The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and is currently operating with around 650 staff. Aside from the country office in the capital city of Beirut, UNHCR has field offices in Mount Lebanon, Qobayat, Tripoli, Tyre and Zahle.

 

The UNHCR PSP MENA team is seeking the support of a Senior PSP Associate to support its annual fundraising plan, leading on content creation and campaign opportunities from Lebanon with internal and external stakeholders.

The incumbent will work under the direct supervision of the PSP Associate Engagement Campaigns officer based in Beirut. The Senior PSP Associate will work in very close collaboration with the whole team in UNHCR's Office in Lebanon, from the Representative, to the PI, Protection and Programme Officers hereby keeping them informed about PSP activities and ensure all PSP plans are executed and evaluated properly. S/he will seek advice and support from Beirut and Dubai teams.

This position will be responsible for helping to progressively increase income to UNHCR from the private sector and private individuals through the development of compelling, effective and engaging fundraising campaigns with special focus on digital approaches and multi-platform news making strategies.

Responsibility

Under the overall supervision of the PSP Associate Engagement Campaigns Officer, the incumbent will be responsible for:

PLANNING:

  • Develop PSP annual plan in Lebanon in accordance with PSP MENA IG and LG priorities and needs of the field.
  • Contribute to the planning and execution of PSP main campaigns, namely Ramadan and winter, and support the deployment of the right resources for delivery.
  • Develop annual KPIs based on the identified plans.

CAMPAIGNS:

  • Contribute to design digital and non-digital fundraising campaigns based on UNHCR Lebanon programme needs to achieve the objectives of the PSP MENA IG and LG fundraising targets.
  • Plan and execute with the support of the Associate Engagement Campaigns Officer and the campaign team, the development of campaign concepts and content gathering calendar.
  • Support celebrities and social media influencers visits based on campaign timeline, needs and field schedule.
  • Provide regular analysis and reports about the programmes in Lebanon to the PSP team. Do the same with the Lebanon office.
  • Deliver campaign activity presentations and share results and updates regularly between PSP and UNHCR in Lebanon.

CONTENT GATHERING:

  • Design an annual content gathering plan including tentative content mission schedule based on the annual PSP campaign calendar.
  • Ensure flow of content, facts and figures, and accuracy of information from the different internal stakeholders and programmes for PSP IG campaigns and LG proposals.
  • Assist in the production of multimedia content and social media content for fundraising purposes.
  • Support content gathering outside Lebanon and travel when needed.

DONOR DEVELOPMENT:

  • Support the donor development team (IG and LG) in obtaining donor centric content to support donors' acknowledgment and visibility.
  • Assist in organizing field missions for private sector donors and PSP MENA internal and external partners and stakeholders.
  • Help LG teams in developing strong and effective materials, content and communications for key corporations and foundations.

ENGAGEMENT PLAN AND INFORMATION SHARING

  • Develop an annual engagement plan between PSP and UNHCR Lebanon office to ensure strong collaboration, knowledge sharing, and visibility to UNHCR Lebanon across PSP platforms, networks, and annual reports.
  • Communicate regularly campaigns and funding opportunities based on programme needs in UNHCR Lebanon.
  • Open doors of communication and collaboration between PSP teams and UNHCR Lebanon focal points especially with subject matter experts and programme colleagues. Help the team to know the programmes structures, targets and achievements to submit proposals and reports.
  • Work closely with the Associate Engagement Campaigns Officer to involve UNHCR Lebanon senior management, ER, and PI in major campaigns, and actively seek their input and participation.
  • Keep track of PSP income to the operation, report to PSP donors, monitor OL gap and keep track of donors' contribution versus implementation in the field.
  • Perform any other related duties that may be required.

Authority

  • A clear annual plan with defined activities and opportunities is set to support PSP campaigns.
  • A regular feedback mechanism in place to maintain credibility and engagement with UNHCR Lebanon team.
  • A calendar of content gathering schedule with possible influencers' visit throughout the year.

• Minimum 11 years of relevant work experience (6 years with Master's degree) in progressively responsible functions.
• Solid knowledge of humanitarian assistance and UN environment.

• Understanding of audience analysis techniques and how to apply them.
