There are currently more than one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are living in more than 1,700 locations across the country. The refugee response is led by the Government and local actors, supported by the international community.
As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.
The UNHCR operational response in Lebanon is the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office are located in Beirut, Zahle, Tripoli, Tyre, and Qobayat.
WASH Associate shall work within the WASH and Shelter Unit under the direct supervision and guidance of the WASH Officer. The WASH & Shelter team is composed of the Senior Technical Officer and the Shelter Officer. He/she will support the Unit in its daily functions in pursuing the Operations objectives in WASH and Shelter.
With guidance and support from the WASH Officer, he/she is expected to work closely with the multi-functional teams of the Operation, field- and Beirut based, especially with its peers in the field and with Programme.

- UNHCR's policies, standards and procedures relating to WASH are appropriately and coherently applied in the area of responsibility.
- UNHCR country operation has sufficient support in the field of WASH and thus better able to meet the needs of persons of concern.
Responsibility (process and functions undertaken to achieve results)
- In close coordination with the WASH Officer consolidate and provide support on all WASH-related issues to ensure quality, cost effectiveness, sustainability and environmental soundness in the programme implementation.
- Provide project management support for UNHCR WASH activities employing UNHCR Programme Management tools for design, procurement, implementation and monitoring, and contractual administration including evaluations to support progress certificates.
- Review performance, undertake field verifications, monitor development and assist in evaluation of activities and approaches in WASH and related sectors.
- Assist in formulation of appropriate designs and corrective measures with a particular focus on sustainability and public health risk prevention under the guidance of the WASH Officer.
- Promote community involvement and participation in all the different stages of the WASH programme cycle.
- Liaise with other units, particularly Programme, Health, Protection, External Relations and Inter-Agency Coordination on issues relevant to the WASH response.
- Support the WASH Officer in preparation of all reports and inputs on WASH for internal and external audiences in a timely manner.
- Promote applying innovative approaches.
- Support the WASH Officer in representing UNHCR in coordination of the WASH Sector; participate in WASH
- Sector coordination meetings as well as in Technical monitoring of activities.
- Support the WASH Officer in extending technical guidance and support to UNHCR field and sub-offices.
- Contribute to assessment, planning, design, implementation and monitoring for UNHCR WASH programmes taking into consideration all factors related to sustainability and impact of WASH services.
- Provide necessary support to the Shelter Officer.
- Undertake other related duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
- Enforce humanitarian and technical standards, protocols and guidelines.
- Request WASH sector partners and other stakeholders as required for strategic planning, engineering design, assessment and monitoring & evaluation documents associated with WASH activities.
- Liaise and coordinate information on needs, gaps, progress in relation to WASH.
- Represent UNHCR in implementation and monitoring of all WASH activities.
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
Completion of the secondary education with post-secondary courses/training/diploma in Water, Wastewater, Solid Waste, Municipal Infrastructure or Public Health.
Minimum 6 years of relevant work experience including at least 2 years in water, wastewater, solid waste, vector control and/or public health and/or construction works.
Computer skills (MS office, AutoCAD applications).
Fluency in English and local language.
DESIRABLE QUALIFICATIONS & COMPETENCIES.
Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Good knowledge and understanding of WASH standards for emergencies in refugee settings, UNHCR WASH technical guidelines and standards.
Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
Knowledge and practical experience in construction management, understanding of typical engineering and construction practices in Lebanon, knowledge of contract law.
Knowledge and understanding of water and wastewater hydraulics and physical, chemical and biological properties; solid waste management practices, vector control and hygiene promotion/awareness raising strategies.
Knowledge and understanding of relationship between water, wastewater, solid waste, vector control to public health indicators, and value of hygiene promotion/awareness raising.
Knowledge and understanding of risk based monitoring and project management.
