Purpose
• Provide harmonized operational guidance to Shelter/NFI Cluster partners implementing winterization activities.
• Ensure timely, effective, and efficient delivery of winter assistance to mitigate risks posed by harsh seasonal conditions.
• Align with the Global Shelter Cluster Winterization Guidance and the 2025 Syria Humanitarian Response Plan (HRP).
• Review annually to incorporate lessons learned and adapt to operational changes.
