Background
Since the beginning of Syrian crisis and in view of the massive influx of Syrian refugees to Lebanon, the Ministry of Public Health (MoPH) in Lebanon has been involved in responding to this crisis through provision of services, strengthening systems, upgrading its capacities, enhancing its monitoring capacities, among others. Through the support of international and national humanitarian partners, MOPH is particularly keen to expand and strengthen its knowledge management capacities and platforms on health related aspects with particular attention to maternal and neonatal health through developing/adopting tools, improving surveillance systems, monitoring and analyzing trends and changing patterns, etc. The aim of all these activities is primarily to assess progress and identify critical gaps in the humanitarian response that would necessitate advocacy for needed support and would inform future programs/interventions to be more effective and efficient.
Based on the above, and within the context of the 2018 partnership between UNFPA and MOPH, UNFPA will recruit an Assistant Public Health Officer based at MOPH on a full time basis to provide the needed support for enhancing the maternal and neonatal knowledge management strategy of the Ministry. The incumbent shall work under and report to the head of department (PHC & statistics) and will perform the following functions:
Duties and Responsibilities
- Conduct literature review, statistical analysis, database searches and manuscript preparation in relation to maternal and neonatal health
- Process, organize and summarize data, reporting results using a variety of scientific approaches, word processing, spreadsheet or statistical software applications in connection with maternal and neonatal health
- Collect maternal and neonatal related data from various sources for study protocols
- Perform basic data analysis related to maternal and neonatal health
- Liaise with research colleagues internally, institutions and support staff on all administrative and research matters related to maternal and neonatal health.
- Undertake basic research by preparing, setting up, conducting and recording the outcome of experiments and field work, the development of questionnaires and conducting surveys in relation to maternal and neonatal health
- Meet regularly with supervisors to discuss research assignments related to maternal and neonatal health
- Continue to update knowledge and develop skills in relation to the opportunities offered in relation to maternal and neonatal health.
- Perform other duties as required.
Duration
The Assistant Public Health Officer is expected to fulfill the above tasks over a period of one year and starting from the date of contract signature.
Qualifications and/or specialized knowledge/experience
- Master degree in Public Health, Epidemiology background / Biostatistics /health informatics etc;
- Academic and/or work experience related to the field of research;
- At least 2 years of relevant experience, including data entry, analysis, etc.;
- Knowledge in reproductive, maternal health, neonatal, child and adolescent health issues including right based standards;
- Excellent coordination, analytical and communication skills;
- Fluency in oral and written Arabic and English essential, French is an asset; and
- Excellent computer skills including MS office, database software etc.
- Knowledge of various diseases coding systems and international disease classification is an asset.
