Consultancy for Individuals
Background
To date the Syrian crisis has entered in its seven year. The number of registered Syrian refugees amounts a total of 1,011,366 individuals currently registered with UNHCR in Lebanon, considered being the largest proportion of refugees in the world if compared to the size of its population and the largest number in the region reaching and estimated 1.5 million of which about 78% are women and children[1].
After six years of conflict and protracted displacement, poor living conditions coupled with lack of privacy in overcrowded settlements triggered serious protection concerns, including Gender-Based Violence (GBV) in general and early marriage/domestic violence in particular. Access to Reproductive Health (RH) services and information among Syrians and poor Lebanese also seems to be a major concern addressed by UNFPA through its programmes with implementing partners.
UNFPA is currently implementing through local partners across the country two community-based projects ending in November 2017. Those projects aim at reinforcing the awareness, knowledge and capacity of local structures (such as Municipalities, community networks, local and religious leaders) on Gender, GBV and SRH to become agents of positive change in their communities through engaging them in community based needs assessment and different types of capacity development initiatives. Targeted networks are also supported to implement activities aiming at promoting gender equality and/or mitigating GBV risks. While a total seven local partners (four under one project and 3 under the second projects) are already implementing those activities in collaboration with UNFPA, the two projects require dedicated support to ensure its documentation and promotion in order to maximize its impact.
GBV prevention and response is receiving increased attention from governments, civil society, donors and the UN system in development as well as humanitarian related contexts. This is an encouraging indication that this universal human rights violation is increasingly receiving the concern and support it merits. UNFPA is aiming at contributing to the awareness efforts through producing and disseminating a short documentary on the two projects and their achievements in order to show the impact of the interventions and advocate for further support.
Objectives
Under the overall guidance and supervision of the UNFPA Assistant Representative of the Lebanon Office, the two project managers, and in direct day to day collaboration and coordination with the office team, the Consultant will follow-up UNFPA implementing partners and their interventions in order to ensure promotion of the two projects and their achievements. He/shewill be coordinating his/her tasks with the key colleagues, namely the GBV Specialist, the Youth Coordinator and the RH Specialist and the Field Monitoring Coordinator.
Tasks
Under UNFPA supervision and guidance, the consultant will be entrusted with the following tasks:
Develop a detailed timeline for the 2.5-month consultancy in collaboration and as agreed with UNFPA;
Engage with UNFPA and each implementing partners involved in the two projects to grasp an in-depth understanding of the objectives, activities, lessons learned, good practices, challenges, need of information sharing in each targeted areas
Conduct field visits to ongoing activities implemented by the UNFPA implementing partners with selected and diversified beneficiaries
Collect all necessary information/ data/ quotes/ successful stories /pictures/ etc to be used in the documentary of the projects
Develop an outline and/or conceptualize a script/storyboard
Produce one documentary per project (5-7 minutes) with possible use of infographics/visuals related to the problematic tacked by the project and main lessons learned/achievements/points advocacy.
Finalize editing of the documentary based on comments received from UNFPA
Advise on the dissemination plans.
Expected Deliverables
The final product to be delivered by the consultant will consist of the following:
2.5-month consultancy plan and timeline approved by UNFPA;
Development and production of two documentary 5-7 minutes each (Arabic with English sub-titles) reviewed, commented and finalized based on input from UNFPA ;
A final statement of achievements upon completion.
Time Frame
The consultancy will be carried out between 1 October and 15 December 2017.
Qualifications
The Consultant must meet the following qualifications:
Advanced Degree in Production, Communication, Social Sciences or related field with knowledge in development, gender issues, youth issues, and human rights.
Minimum 5-6 year experience in film/documentary production and/or communication.
Experience/knowledge in humanitarian contexts and familiarity with humanitarian related resources and material is an asset.
Excellent coordination and planning skills.
Excellent written and spoken communication skills in Arabic and English.
Knowledge in UNFPA’s mandate and work is an asset.
