CONSULTANT – Psychosocial Support (PSS) Curriculum development

These results capture our strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organizations, and individuals to “build forward better”, while addressing the negative impacts of the COVID-19 pandemic on womens’ and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals.

Building on the foundation established by the 2024 UNFPA "Assessment of Mental Health and PSS Approaches in the GBV Sector in Lebanon" and the accompanying "Guidelines on MHPSS Approaches in the GBV Sector in Lebanon" funded by ECHO, UNFPA proposes the development of a comprehensive Psychosocial Support (PSS) curriculum for all GBV actors in Lebanon. This curriculum will serve as a standardized resource, aligning with both the aforementioned UNFPA guidelines.

A specialized PSS curriculum for GBV actors in Lebanon is needed to ensure a  standardized, contextually relevant approach. Currently, many GBV actors including UNFPA IPs rely on different curriculum, which primarily targets adolescents and does not fully address the needs of diverse GBV survivors, including adult women. In addition, the absence of a standardized evidence-based PSS curriculum results in fragmented approaches among GBV actors. Developing a locally tailored unified curriculum would enhance the quality and consistency of PSS services and would ensure that all UNFPA-supported IPs follow a structured methodology, enhancing the quality and consistency of PSS services. A dedicated curriculum would also serve as a practical guide strengthening the overall capacity of GBV actors, namely caseworkers and social workers, who require structured training to effectively deliver PSS interventions. UNFPA Lebanon will take the lead in developing this curriculum, leveraging expertise from existing frameworks while adapting to the evolving GBV response needs in the country, and standardization will not only enhance the quality of PSS services delivered across the sector but also promote consistency and best practices in addressing the psychosocial needs of GBV survivors in Lebanon.

Purpose of the consultancy - The main purpose of the consultancy is to develop a curriculum for Focused Psychosocial Support under the GBV intervention of UNFPA.

Scope of work:

  • Review the "Assessment of Mental Health and PSS Approaches in the GBV Sector in Lebanon developed by UNFPA
  • Create a comprehensive facilitator manual for 12 Focused PSS sessions for Women, ) This must include:
  • Session objectives, key messages, and step-by-step activity guides.
  • List of required materials.
  • Create a specific Adaptation Module or separate track for Adolescent Girls (ages 12-18)
  • Development of pre- and post-test questionnaires and session feedback forms.
  • Test the curriculum through 4 pilot sessions
  • Facilitate a 3-day Training of Trainers (ToT) for 20 staff/partners

Duration working schedule: 15th of March till 30th of May 2026. The consultant will deliver the tasks based on milestones and deliverables agreed upon and reflected in the contract terms. These deliverables include reporting requirements as well as a timeline.

Candidates assessed by the panel and considered to be eligible for the appointment but who are not selected for this vacant post may be offered an assignment to another position at the same/lower grade, provided that they meet the minimum qualifications required.

Education:

Clinical Psychology, Social Work, Counseling, Public Health, or a related social science field.

Experience:

  • More than 5 years of experience in the implementation of MHPSS and GBV programming in humanitarian or development settings
  • Specific experience designing or implementing Layer 3 (Focused non-specialized supports) interventions, moving beyond general recreational activities to structured, goal-oriented sessions.
  • Deep understanding of the Lebanese context, including the specific challenges faced by refugees and host communities. Familiarity with the UNFPA Lebanon MHPSS Guidelines and the IASC Guidelines on MHPSS in Emergency Settings.

Skills:

  •  Ability to translate complex psychological concepts into simple, participatory, and actionable activities for non-specialist facilitators.
  •  Excellent adult learning facilitation skills to deliver the 3-day Training of Trainers (ToT) effectively.
  •  Strong commitment to humanitarian principles, PSEA (Prevention of Sexual Exploitation and Abuse), and survivor-centered approaches.
  • Computer Skills:
  • Proficient in Microsoft Office (Excel, Word, PowerPoint).
