Service Requirements/Terms of Reference (ToR)
Development objective(s)
- To improve adolescents’ SRHR knowledge, attitudes, and help-seeking behaviors through a mobile-first game while protecting users’ privacy and safety
- Immediate objective(s)
- Co-create the game concept and content with adolescents (ages 14-18), caregivers, and stakeholders.
- Develop an accessible, low-bandwidth, multilingual game (Arabic and English) with a modular curriculum.
- Pilot-test usability, safety, and engagement; iterate based on feedback.
- Deploy a stable v1.0 with an admin dashboard and a sustainability/maintenance plan.
Outputs / Deliverable(s)
- Deliverable 0: Inception Report (methodology, workplan, and safeguarding protocol).
- Deliverable 1: Co-Design & Curriculum Blueprint (wireframes, content map, and accessibility checklist).
- Deliverable 2: Alpha build (Android APK + iOS TestFlight/PWA) and content scripts.
- Deliverable 3: Pilot Report (findings, metrics, and risk assessments).
- Deliverable 4: Final v1.0 Release, Handover, and Admin Dashboard.
Activities
- Phase 0 – Inception: Conduct a kick-off meeting, review existing branding/materials, hold focus group discussions with adolescents (ages 14-18), and develop ethical/safeguarding protocols.
- Phase 1 – Co-Design & Curriculum: Conduct participatory design sessions, create low-fidelity wireframes, establish an inclusive art style, and develop an accessibility plan.
- Phase 2 – Content & Alpha Prototype: Draft and localize content (Arabic/English), build the Alpha prototype with core game loops (streaks, points, levels), and integrate analytics and offline functionality.
- Phase 3 – Pilot Test & Iteration: Pilot the game with diverse adolescent groups, collect usability/knowledge data, and refine the tool based on feedback.
- Phase 4 – Release & Handover: Finalize v1.0 for Android and iOS/PWA, develop the admin dashboard for content management, and provide technical documentation and training
Inputs
- UNFPA Lebanon: Provides oversight, content validation, branding assets, and access to relevant stakeholders and adolescents for research.
- Consultant/Firm: Provides a qualified team, technical development stack, hosting, content development, and all technical outputs (source code, art assets, and documentation)
- The duration is approximately 1.5 months from contract signature

Quotations must contain:
Technical proposal, in response to the requirements outlined in the service requirements / TOR (link).
Price quotation, to be submitted strictly in accordance with the price quotation form (in link).
Both parts of the quotation must be signed by the bidding company’s relevant authority and submitted in PDF format.

Please note the following guidelines for electronic submissions:
- The following reference must be included in the email subject line: RFQ Nº UNFPA/LBN/RFQ/2025/008– [Design, Develop, and Pilot a Mobile Game on Sexual and Reproductive Health and Rights (SRHR) for Adolescents in Lebanon]. Proposals that do not contain the correct email subject line may be overlooked by the procurement officer and therefore not considered.
- The total e-mail size may not exceed 20 MB (including e-mail body, encoded attachments and headers). Where the technical details are in large electronic files, it is recommended that these be sent separately before the deadline.
