Resource Mobilization and Partnership Consultant

Purpose of consultancy:

The United Nations Population Fund (UNFPA) works to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. In Lebanon, UNFPA Country Office is at the forefront of addressing gender-based violence, reproductive health, and population dynamics within the framework of national framework and United Nations Strategic documents in Lebanon. Lebanon is currently facing a complex humanitarian situation categorized as a level three emergency. This complexity arises from the presence of multiple vulnerable groups, including IDPs, returnees, and refugees. However, the current ceasefire presents an opportunity to address the existing humanitarian needs and initiate reconstruction and resilience efforts. In this regard, effective resource mobilization and partnerships is essential to scale-up UNFPA’s activities in Lebanon, fulfill its mandate, and achieve its three transformative results in Lebanon. UNFPA Lebanon seeks to recruit a resource mobilization and partnerships consultant to support its resource mobilization efforts and partnership engagement. The consultant will support the CO staff in different resource mobilization efforts such as drafting concepts notes and proposals, grant management and tracking, donor reporting and other partnership related activities in close collaboration with the Representative and the program team

Scope of work:

Under the overall supervision and guidance of the programme coordinator and UNFPA Lebanon Representative, the consultant is expected to deliver the below activities:

Strategy Development:

  • Support Lebanon CO in the reviewing of its Resource Mobilization and Partnerships strategy, aligned with Lebanon CO’s Country Programme Document.

Resource Mobilization:

  • Coordinate draft efforts of  Lebanon CO’s concept notes and proposals tailored to donor priorities and aligned with UNFPA’s thematic priorities;
  • Conduct research, mapping and analysis of the donor landscape which includes, potential donors, funding priorities, thematic focuses, geographic focus, and funding access; 
  • Support CO staff in resource mobilization, including grant management, project cycle implementation, proposal writing and reporting
  • Support in the review of donor agreements and ensure compliance with UNFPA standard legal and policy frameworks and financial rules and regulations.
  • Prepare and disseminate briefing notes, resource mobilization gap analysis, reflected in infographics for donor and partner engagements.
  • Develop knowledge management tools for resource management and partnerships, including donor profiles, donor contact lists, and resource mobilization depository.
  • Maintain filing system and updated tracking tools in coordination with regional and global RM focal points and attend the partnership meeting as requested 
  • Support the CO in contact initiation and coordination with donors and convening donor meetings, events, and advocacy.

Strategic Partnership:

  • Identify and support in the establishment and implementation of partnership initiatives with state and non-state partnerships, including donors, governmental entities, private sector, foundations, and UN partners at the national and regional levels.
  • Conduct research and mapping of potential strategic public and private partners for UNFPA along with analysis of their areas of work, outreach, financial contributions and common thematic areas of potential collaboration.
  • Support in the organization of CO’s partner meetings, events, and workshops.

Joint Programme Management:

  • Coordinate joint governance and planning across participating agencies, including establishing steering/technical groups and tracking implementation as per the workplan, 
  • Ensure communication with donor and AA, as well as alignment with contractual agreements.

Milestones

  • Resource mobilization and partnership strategy developed
  • Concept notes and proposals developed
  • Submitted donor reporting 
  • Organized donor meeting/briefings 
  • RM and knowledge management tools developed

Deliverables

  • In person bilateral donor meetings or donor roundtable organized and properly documented;
  •  
  • Joint Programme inception phase managed (including the establishment of the first Steering Committee) in coordination with partner UN agency;
  • 6  concept notes/proposals developed 
  • Resource Mobilization filing system and tracking  updated regularly; 
  •  All approved funds and tranches reflected in the database as soon as received  and on DARTS 
  • All proposals and projects reports follow CO SoPs and meet deadline; 

Monitoring and progress control:

  • All deliverables will be written in English and submitted in electronic format.
  • All ad hoc donor requests addressed as per deadline given by supervisor; 
  • The consultant will work under the supervision of Head of programme with a dotted line with  UNFPA Lebanon Representative

Education:

  • Post graduate degree in development-related disciplines, political science, international relations, international development, sociology, economics or any related social science.

Experience: 

  • A minimum of two years of experience in international development and/or public relations, resource mobilization, partnership and diplomacy, preferably within an international organization and/or the UN system. 
  • Established record in inter-agency partnerships and cooperation, including familiarity and experience with Joint Programmes
  • Relevant work experience with the UN, bi-lateral, and multilateral partners/donors/agencies and/or non-governmental organizations;
  • Proven technical skills in the development of Concept Notes, project proposals, and reporting.
  • Familiarity with UNFPA mandate, programmes, guidance, and policies
  • Familiarity with the thematic areas of reproductive health and rights; gender based violence and protection; and the human rights based approach
  • Strong writing and communication skills.
  • Fluency in English and excellent writing skills
  • Fluency in Arabic is an asset
