Background Information
Basic information about the project
The project ‘Psychosocial support for Palestinian refugees in Lebanon’ has been established by the German Ministry for Economic Cooperation and Development (BMZ) in order to further support UNRWA in mainstreaming and structuring psychosocial support within UNRWA in Lebanon as well as to support local organizations in delivering psychosocial first aid in selected refugee camps which involves supportive and practical help to the Palestinian refugees from Lebanon and the Palestinian refugees experienced extremely distressing events in Syria. The overall aim is that Palestinian Refugees from Syria in Lebanon (especially children and youth) can better cope with the on-going conflict situation through psychosocial support.
The project started in October 2013 and continues to operate until February 2016. It closely cooperates with UNRWA Lebanon Field Office (LFO).
Basic information about the 4WW mapping
The 4Ws tool maps activities conducted in the field of mental health and psychosocial support (MHPSS) targeting Palestinian refugees from Lebanon (PRL) and from Syria in Lebanon (PRS) by capturing data from across Lebanon and identifying Who is doing What, Where and When. This data will serve as a baseline for the selection of organisations that will be supported by the project in providing psychosocial support for Palestinian refugees in Lebanon. The mapping will be conducted in close cooperation with the political partner UNRWA since UNRWA provides services in the camps and has a much better overview of organisations working in this field. In addition the data will be useful for UNRWA in order to develop a referral system that includes services that are not provided by UNRWA itself but by external service providers. The 4Ws excel sheet (annex to these ToRs) will be provided by UNRWA to facilitate the mapping that will cover national and international organizations as well as governmental institutions that provide MHPSS services in Lebanon.
Purpose of the Consultancy
The purpose of this consultancy is 1) to monitor the process of conducting the 4Ws mapping across Lebanon 2) to ensure quality control, 3) to compile, 4) to analyze the data and 5) to act as a team leader.
Tasks
The contracting party is expected to conclude the following tasks:
Ensure quality control of data collected
Compile the data and analyse it
Assist the Mental Health Project Manager at UNRWA in writing up the final report.
Conduct field visits to the different Palestinian refugee camps and gatherings in Lebanon
Ensure the diffusion of 4Ws among CBOs/NGOs
General tasks for the duration of the consultancy
Work closely with the GIZ and UNRWA LFO team
Regularly inform and update Samira Kheirallah and Dr. Rabih Chammey (GIZ/OPSI consultant) on the status quo
Act promptly on information requests from GIZ regarding all issues/tasks related to these ToRs
Ensure a good and constant information flow among all involved stakeholders
Take part in workshops, meetings and events related to these ToRs upon request of the GIZ
Act as a team leader for the three field researcher
Reporting and Deliverables
Consolidated 4Ws matrix in English
Analysis of the findings in English including a separate analysis of MHPSS for Palestinian Refugees from Syria in Lebanon (PRS).
Both documents should be submitted not later than 01 August 2014
Presentation of the findings to GIZ and UNRWA
Requirements for consultant
Experience required: 1 to 2 years
Education degree: at least bachelor degree
Field of Education: preferably in mathematics and statistics, psychology
Language: Arabic ”native”, English “very good”
Excel background
Ensure availability of computer equipments
6. Timeframe
The consultant is expected to provide his/her services in the period of 04 June May 2014 until 01August 2014.
7. Conditions and Management
The contracts for the international and local consultants are made by GIZ according to its rules and regulations. The consultant will report to Samira Kheirallah and Dr. Rabih El Chammay (OPSI/GIZ consultant).Consultants should maintain a work diary and comply with all other GIZ regulations such as checklists and invoices.
The consultant daily fees will depend on years of experience.The GIZ management retains the right to suspend payment on non-compliance of terms or in the event of poor quality work. These decisions will not be taken arbitrarily but in consultation with all relevant stakeholders.
