Assistant Chief Field Health Programme (Hospitalization)

  (A)     Supervises the implementation of the hospitalization strategy in an efficient manner to ensure access to quality care for patients by:   i.         Conducting weekly visits to the field to ensure the accurate implementation of the strategy; visits contracted hospitals and other health facilities to monitor the quality of services provided, which is addressed by  conducting clinical audits on inpatients’ referrals, diagnosis and management at the contracted hospitals;  more specifically, this includes examining the appropriateness of the referrals in accordance with the admission criteria (emergency admissions, health centre referrals, or self admission after working hours of UNRWA clinics);   ii.        Conducting periodic meetings with the community to ensure that  the applied hospitalization strategy is clearly communicated to the target population;   iii.      Conducting periodic meetings with the Delegated Medical Officers (DMOs), Area Hospitalization Medical Officers (AHMOs)  and/or Area Health Coordinators (AHCs) as well as with partners in provision of hospitalization services;     (B) Monitors the financial hospitalization expenditures on a Field level to identify and rectify areas of unsatisfactory performance and to capitalize on potential performance improvement opportunities; follows up with DMOs, AHMOs and/or AHCs on admission and compliance issues regularly;     (C) In coordination with Chief Field Health Programme, develops the annual hospitalization strategy inline with the needs of Palestine Refugees; this includes defining eligibility criteria, scope of provided services, negotiating prices, finalized contracts etc.;     (D) Coordinates with  DMOs, AHMOs and/or AHCs on:   i.         Receiving and investigating complaints from UNRWA-referred patients and solving their problems with hospitals;   ii.        Conducting patient satisfaction interviews and surveys and reporting findings, with recommendations for improvement, to Chief Field Health Programme;       (E) Ensures the implementation of department policies, procedures, and processes across Lebanon Field and monitors adherence; recommends improvements to departmental policy where necessary;     (F) Liaises and maintains contacts with the respective NGOs, community leaders, governmental and municipal organizations and other bodies to enhance cross-functional responses to health needs;     (G) Performs analyses in order to provide reports on status of the hospitalization implementation and deviation from the established plan to assist management decision making;     (H) Performs such other duties as may be assigned.
