Cashier   Location Lebanon Field Office Type of Appointment Fixed Term – Three Years (1 post)   Employment Roster (3 persons) Deadline for Application 01 June 2015 Vacancy Announcement Number 21/2015 Grade 12 Department/Division Finance Department   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent: (A)    Prepares bank transfer payments either by Electronic Fund Transfers (EFT) being used for fund transfer by local or International banks or through written requests; (B)    Makes payments in various currencies by issuing cheques and orders to banks, distributes cheques and drafts to beneficiaries and banks personally or by registered mail;  prepares requests for bank drafts; (C)   Drafts memos to local banks under the signature of his/her supervisor and follows up on some banking issues of mutual interests; distributes payrolls, cheques and documents to various local banks; (D)   Maintains records of cash position of current accounts and reports to his/her supervisors for funding purposes, checks interest received on UNRWA HQ bank accounts and accrues interest at period end, raises transfer vouchers covering movement of funds and checks outstanding items on bank statements; (E)    Receives cheques or cash on behalf of the Agency, raises cash or bank receipt vouchers, deposits funds in bank or delivers as required and records all receipts; (F)    Checks all cash payment vouchers received from claims section for ensuring that they are appropriately approved and supported by proper documents; (G)   Responds to staff members, suppliers and contractors’ queries regarding their claims, invoices, entitlements and outstanding balances; (H)   Assists in the Agency bank balances as relates to cash management on a weekly basis;   (I)      Maintains records on the bank details of the international staff payroll to arrange payment of salaries as required; (J)    Reviews bank reconciliation with the accounts control staff to ensure that bank balances recorded on the daily cash position report reflect the Agency's true liquidity position; (K)    Enters cash receipt vouchers into General Ledger (GL) and Accounts Payable (AP) modules to account for all receipt of cash and cheques and monthly evident interest; (L)    Pays temporary assistants and casual laborers monthly wages after cashing their payroll cheques from the bank; (M)   Performs such other duties as may be assigned.   PERSONAL & PROFESSIONAL COMPETENCIES (A)  Academic and Professional         A university degree in accounting, business administration, banking and finance or related field.   (B)  Experience         A minimum of two years in accounting or other financial work including a computerized treasury and finance systems.   (C)  Language         Good command of spoken and written English and Arabic.   (D)  Competencies i)     Ability to use a computer and work on various spreadsheet applications such as Excel and Access; ii)    Ability to cope with multiple tasks effectively; iii)  Effective written and oral communication; iv)  Ability to identify clients’ needs and to offer appropriate solutions and establish and maintain productive partnership with clients.   DESIRABLE QUALIFICATIONS Association of Accounting Technicians (AAT) or any technical professional qualification   ADDITIONAL INFORMATION i)     Possession of a valid driving license; ii)    Willingness to work beyond regular working hours.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 1,934,099.- Contract Duration:  -     To fill one vacant post, fixed term –Three years at Lebanon Field Office; -        To establish an employment roster of three persons at Lebanon Field Office. Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. TECHNICAL & PRACTICAL TESTS REQUIRED Short-listed candidates will sit for two tests: Written technical test (100%).
