UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
(A) Administers the Agency’s approved Education Programme;
(B) Supervises the Field Education Programme in school education, vocational and technical training (as applicable), Educational Science Faculties, in-service teacher training and university scholarships programme;
(C) Advises and assists the Field Office Director and, through him/her, the Director of Education in all matters related to Education Programme;
(D) Ensures that all Educational Technical Instructions (ETIs) issued by the Education Department are duly applied in the Field; ensures the effective implementation of UN policies and principles that prohibit violence and discrimination;
(E) Supervises the preparation of the Field Biennium Budget and Field Biennial Work Plan;
(F) Provides technical supervision for all Education staff;
(G) Supervises and maintains school development through effective implementation of the Agency’s quality assurance system;
(H) Supervises and monitors the implementation of conflict resolution violence and human rights activities at Field level;
(I) Ensures that class formation is prepared according to the norms established by the Agency;
(J) Supervises planning and implementation of all education projects;
(K) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
An advanced university degree preferably Ph.D from an accredited university in educational management/planning, or any advanced degree in any subject taught at UNRWA schools, plus a post – graduate diploma in education.
(B) Experience
At least ten years of professional teaching experience of which at least five years should be at a senior managerial level in educational institutions.
(C) Language
Excellent command of written and spoken English and Arabic.
(D) Competencies
i) Demonstrated organizational, supervisory and interpersonal skills;
ii) Ability to present information and data in a clear and instructive manner;
iii) Creativity and ability to take initiative;
iv) Excellent counseling skills and ability to work with female and male subordinates;
v) Sound judgment on importance/priority/confidentiality of issues;
vi) Ability to work under pressure.
DESIRABLE QUALIFICATIONS
i) Knowledge of reforms in education in the Host Authority as well as reform experiences at the international level;
ii) Basic knowledge of Information Technology (IT) and data analysis.
ADDITIONAL INFORMATION
The incumbent will be required to travel extensively in the Agency’s areas of operation.
CONDITIONS OF SERVICE
Salary: Monthly basic salary L.L. 3,195,117.- PLUS 66.39% SOA (Special Occupational Allowance)
Contract Duration: Fixed term –Three years
Holidays: 30 days annual leave
Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month
Pension: Provident Fund contribution
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
As an Area post, preference will be given to local candidates already based in the duty station of the post.
