MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, the incumbent:
(A) Under the guidance and supervision of the Chief Communications and PI Officer:
Disseminate, distribute and publish information supporting UNRWA's work and services.
Initiate and implement awareness and public information strategies and campaigns.
Implement visibility components.
Provide communication support to CAO, Operation Service Officer (OSO), CSOs, DRU other departments in UNRWA.
Establish media contacts in Tyre Area.
(B) Assist PIO and Donor Relation Unit (DRU) in field visits of donors and partners to Tyre Area.
(C) Arrange, coordinate and facilitate community events in Tyre Area.
(D) Draft, print and distribute bi-monthly community newsletter in Tyre.
(E) Organize regular focus group/community meetings.
(F) Submit a weekly report detailing tasks and achievements to the Chief Communications and PI Officer
(G) Draft human interest stories at least one story per month.
(H) Conduct regular home visits to PRS and PRL beneficiaries in Tyre Area.
(I) Represent Communications and PIO in Tyre area coordination meetings
(J) Perform any other work related task as requested by the Chief of Communications and Public Information Office.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
A university degree in communications, public relations or any other related field from an accredited University
(B) Experience
Minimum three years of experience in communications or any other related field of work.
(C) Language
Fluency in Oral and written Arabic and English
(D) Skills and Competencies
i) Good Communications skills.
ii) Good drafting skills in Arabic. Drafting skills in English is an advantage.
iii) Ability to work under pressure.
iv) Ability to work as part of a team.
v) Good planning and organizing skills.
CONDITIONS OF SERVICE
Salary: salary, contract modality and duration of the contract will be confirmed later.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
ADDITIONAL INFORMATION
The incumbent may be required to travel in the UNRWA’s area of operations.
RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Short-listed candidates who fully meet the required criteria shall undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. For all posts, the weight allocated for the technical/practical tests (listed below) is 60% and for the interview is 40%.

Prior to the commencement of services,the consultant shall confirm and acknowledge in writing,and provide proof of the existence of,self-procured adequate private insurance against medical,disability and accident for the duration of the contract.
UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. If the post is a project funded post (this will be indicated in the vacancy), an internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will not retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
As an Area post, preference will be given to local candidates already based in the duty station of the post. The provision of services by an individual as a Consultant or Contractor is limited to 24 months within any 36-months’ period.
