Plans, directs and coordinates activities of the project, or a set of projects, ensuring that objectives are accomplished within a prescribed time frame, funding parameters and UNRWA rules and standards; identifies and evaluates alternative solutions to resolve difficulties and problems;
Develops, monitors and updates regularly project(s) implementation plan, ensuring technical instructions and guidance as related to the construction project are applied; ensures completion of and tracks all independent testing and inspections as required; revises the contractor’s quality plan and makes comments as appropriate;
Is responsible for contract administration including, but not limited to, certifying daily, weekly and monthly progress reports; certifying schedules for labor and equipment; conducting site meetings; identification and preparation of draft variation orders; carrying out analysis and making recommendations on construction claims and making sure that the contractor meets contractual requirements including safety, environment and health, insurance and security deposits/guarantees;
Reviews all project documentation, monitors construction time schedule, cost and quality on daily/ weekly basis; oversees shop drawings, raises and discusses relevant issues at the project site meetings; prepares and issues minutes of site meetings;
Reviews and issues monthly progress and financial reports to show in summary results and progress made on physical achievements and expenditure, for internal and external use;
Ensures that “as built” drawings are prepared on an ongoing basis along with checking and clearance of all measurements made for executed works with preparation of expected cash flow;
Supervises and provides technical and managerial oversight and problem-solving to the project assigned staff, to ensure continuity of operations and efficient performance of project personnel;
Implements communication plans, adopting a participatory planning methodology during the project cycle, including community participation when applicable, to ensure their special needs are considered;
As a member of a technical evaluation committee, contributes to pre-qualification of tenderers and preparation of detailed technical analysis of the submitted tenders;
Performing other duties as may be assigned.
