MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
(A) Advises and assists the Chief Field Education Programme in the planning, management, monitoring and evaluation of all administrative matters related to the implementation of Education Programme;
(B) Supervises the administrative aspects of Education Programme in the Field Office ensuring coordination of personnel, finance, procurement, logistics and construction projects in line with UNRWA policies, rules and regulations;
(C) Supervises the preparation of the biennium budget of the Field Education Programme and supervises effectively school expenditures from students’ contributions and school revenues in line with relevant Education Technical Instructions (ETIs);
(D) Supervises and/or participates in the recruitment of Administrative staff and performance appraisal within the Education Programme in the Field Office and evaluates the efficiency of staff performance;
(E) Supports the supervisor in monitoring and reporting of Field Education Programme activities related to administrative issues;
(F) Advises and supports CFEP in overseeing the implementation of Education Programme including supervision of the technical support unit, and/or Technical Vocational Education and Training (as applicable);
(G) Contributes in liaising with government, local authorities and UN/NGOs to ensure their cooperation and support in the operation of the Education Programme;
(H) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
Advanced university degree in Education Management, Business Administration, or subjects taught at UNRWA school/VTCs.
(B) Experience
Eight years experience in Education support services function at a senior level of which at least four years’ experience should have been in a supervisory position.
(C) Language
Excellent command of written and spoken English and Arabic.
(D) Competencies
i) Up-to-date knowledge and understanding of research in various practices related to educational management;
ii) Ability to take initiative;
iii) Ability to work under pressure and meat multiple deadlines;
iv) Ability to communicate effectively both orally and in writing;
v) Ability to conduct training;
vi) Ability to present information and data in a clear and instructive manner;
vii) Proficiency in standard Agency computer applications;
viii) Demonstrated organizational, supervisory and interpersonal skills;
ix) Sound judgment on importance/priority/confidentiality of issues.
DESIRABLE QUALIFICATIONS
PHD degree in management or education leadership.
ADDITIONAL INFORMATION
The incumbent is required to travel frequently to the Field’s schools in different areas, therefore, the incumbent should have a valid driving license.
CONDITIONS OF SERVICE
Salary: Monthly basic salary L.L. 2,775,699.- PLUS 38.90% SOA (Special Occupational Allowance)
Contract Duration: Fixed term –Three years
Holidays: 30 days annual leave
Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month
Pension: Provident Fund contribution
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
As an Area post, preference will be given to local candidates already based in the duty station of the post.
TECHNICAL & PRACTICAL TESTS REQUIRED
Short-listed candidates will sit for two tests:
Computer based technical test (100%).
Computer test (Pass/Fail), which includes (Intermediate Level: MS Word, MS Power Point and Internet).
The top 5 scoring candidates in the Computer based technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited for an interview.
