  UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE REFUGEES IN THE NEAR EAST – UNRWA   UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers. Deputy Principal Training Centre and Chief Vocational Training Instructor   Location Siblin Training Centre Type of Appointment Fixed Term – Three Years Deadline for Application 24 March 2014 Vacancy Announcement Number 14/2014 Grade 15 Department/Division Education Department   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent:   (A)     Supervises the vocational training programme including: i)    Supervising and providing guidance to all Senior Vocational Training Instructors, Technical Instructors, Academic Instructors and Trade Instructors in achieving the programme objectives; ii)     Preparing and ensuring the implementation of the weekly time-table; iii)   Coordinating the preparation, implementation, follow up and evaluation of the biennial work plans; iv)    Supervising and developing the instructional staff teaching competency through the use of integrated supervisory tools including classroom/workshop visits, seminars, action research; v)     Planning and assisting in the implementation of suitable in-service training programmes based on the needs of the instructional staff; vi)    Preparing and reviewing the staffing table of the centre; vii)  Ensuring that orders of training supplies are submitted in accordance with established procedures; viii) Ensuring that equipment and other training facilities are properly maintained and safe-guarded. (B)     Assists Principal Training Centre in managing, supervising and coordinating the activities of the centre; (C)     Attends to student’s progress including: i)      Reviewing the progress reports and marks of trainees and advising on any necessary educational and/or disciplinary measures to be taken as appropriate; ii)     Applying the TC’s rules and regulations to academic and administrative problems; iii)   Discussing student's problems with concerned staff, and identifying appropriate courses of action; counseling with students on related matters; (D)     Supervises on-the-job training for VTC trainees; (E)     Liaises with government and private institutions providing similar training; (F)      Acts for the Principal during his/her absence; (G)     Performs such other duties as may be assigned.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional i)      Advanced university degree in one of the subjects taught at the centre or in education or psychology; ii)     A certificate or diploma showing completion of a course of at least one year duration in education or education psychology or instructor training.   (B)   Experience i)      At least three years’ experience in an administrative/supervisory capacity in a vocational educational institution; ii)     At least two years experience in teaching or instructing in subjects relevant to those taught at the Training Centre.                   (C)   Language        Excellent command of spoken and written Arabic and English.   (D)   Competencies i)      Ability to establish and maintain effective working relationships with others in team working environment; ii)     Ability to exercise communication skills both verbal and written; iii)   Ability to work under pressure and meet target deadlines; iv)    Good skills in problem solving and decision making; v)     Competence in preparing syllabi and curricula enrichment; vi)    Competence in conducting research, market surveys and using MS-Word; vii)  Proven skills in management and leadership.   DESIRABLE QUALIFICATIONS Ph.D. degree in education or education administration or psychology or in one of the subjects taught at the centre.   ADDITIONAL INFORMATION Possession of a valid driving license.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 2,323,068.- PLUS 17.02% SOA (Special Occupational Allowance) Contract Duration: Fixed term –Three years Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.
