Education Technical Support Unit Coordinator (Technical and Vocational Education and Training)   Location Lebanon Field Office Type of Appointment Fixed Term – Three Years Deadline for Application 26 August 2015 Vacancy Announcement Number 34/2015 Grade 15 Department/Division Education Department   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent: (A)    Contributes to the overall planning and management of the assigned Technical Support Unit functional area/s in close collaboration with supervisor; develops work plan(s) and ensures timely, efficient and effective implementation of these plans towards the  achievement of  outputs, outcomes, and alignment  with programme priorities; (B)    As requested,  monitors and  evaluates the implementation  of activities related to his/her assigned Technical Support Unit (TSU) functions; prepares monthly, quarterly and annual reports; (C)   Participates actively in  the implementation of the  Education Strategies and Policies including Technical and Vocational Education and training (TVET); (D)   Coordinates, as necessary, the implementation of his/her  assigned functional area/s with  internal and external stakeholders   thereby contributing to quality, equitable and inclusive education; (E)    Conducts research and analysis in his/her assigned functional area/s and provides input to ensure that initiatives and activities are evidence-based; develops briefing materials for senior management and external stakeholders, as required; (F)    Supports the integration of UNRWA cross-cutting issues (gender, protection, youth, Human Rights  and inclusion) by mainstreaming them into his/her assigned functional area/s; (G)   Performs such other duties as may be required.   PERSONAL & PROFESSIONAL COMPETENCIES (A)  Academic and Professional        University degree in a relevant social sciences or related subject.   (B)  Experience At least five years professional experience in the relevant functional area, in education institutions.   (C)  Language        Very good command of spoken and written English and Arabic.   (D)  Competencies i)     Understands and supports quality, inclusive and equitable Education practices; ii)   Proven analytical, planning and reporting skills; iii)  Ability to maintain effective working relations in a team context and communicate with diverse internal and external stakeholders; iv)  Flexibility and commitment to learn from experience, reflect and constructively act on feedback from others; v)   Ability to work under pressure and meet targets; vi)  Proficiency in standard Agency computer applications.     DESIRABLE QUALIFICATIONS (A)    Advanced degree in a related subject; (B)    Relevant technical training in the designated functional area.   ADDITIONAL INFORMATION (A)    The incumbent may be required to work beyond the regular working hours; (B)    Possession of a valid driving license.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 2,330,781.- PLUS 17.02% SOA (Special Occupational Allowance) Contract Duration: Fixed term –Three years Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.   As an Area post, preference will be given to local candidates already based in the duty station of the post.         TECHNICAL & PRACTICAL TESTS REQUIRED Short-listed candidates will sit for two tests: Written technical test (100%). Computer test (Pass/Fail), which includes (Basic Level: MS Word, MS Excel, MS Power Point and Internet)   The top 5 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited for an interview.
