Head Reconstruction Unit

Organizes and supervises the implementation of all works by contractors and consultants on site, ensuring that all contracts signed with UNRWA by external parties are adhered to in terms of quality control, quantity control and strictly ensures these are completed within the approved timelines;

Manages the staff in the Reconstruction Unit and provides technical and administrative guidance and support to subordinate staff;

Under the guidance of the NBC Reconstruction Project Manager and in collaboration with other relevant project staff, undertakes regular monitoring and evaluation of all reconstruction activities; establishes and reviews progress on the implementation of key performance indicators in relation to quality control and operational standards;

Makes recommendations in relation to staffing requirements, reviews and proposes adjustments to the budget as related to the implementation of the reconstruction activities;

Manages all technical activities and develops appropriate systems and processes; provides support and training to staff as may be needed to ensure the proper implementation of these processes;

Manages all technical activities,  makes recommendations to the Project Manager in order to improve quality, reduce cost and accelerate the reconstruction activities;

Reviews and certifies the interim and final payments to contractors in contractual arrangements with UNRWA, including variation/change orders; and

Contributes to reporting on reconstruction activities and prepares reports on reconstruction related activities; ensures that adequate systems are established and maintained for document handling and storage and to improve workflow processes;

Performs such other duties as may be assigned.
