Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.       Medical Hardship Fund Manager (Amendment)       Location Lebanon Field office (one Position) Type of Appointment     Duration of Appointment     Vacancy No   Applications Deadline                                                                        Consultancy/Contractor Contract), which may transition into a Fixed Term project funded contract that is being established One year which can be extended subject to availability of funds and satisfactory performance   980-2016 02.09. 2016 Department/Division Health Department       MAIN RESPONSIBILITIES   Under the direct supervision of CFHP (Chief Field Health Programme) and in accordance with Agency policy and procedures, the incumbent:       (A)   Manages the MHF (Medical Health Fund) program while ensuring the most effective and efficient use of allocated financial resources.   (B)   Monitors the expenditures against the allocated budget and ensures satisfactory performance.    (C)   Identifies potential partners and establishes a sound system of coordination with them to ensure the provision of better service to patients suffering from catastrophic health conditions and patients with abject poor in need for secondary health care and referred to MHF ((Medical Health Fund)).   (D)  Assists in the fund raising activities to ensure additional financial resources.   (E)   Performs analyses in order to provide reports on the status of the implementation of the program and any deviation from the established plan to assist management decision making.   (F)   Conducts periodic meetings with partners to ensure good coordination and mutual satisfaction regarding the activities of the program.   (G)  Defining the eligibility criteria, scope of services provided procedures.   (H)   Assists the CFHP (Chief Field Health Programme) in the day-to-day activities related to the program.   (I)     Conducts periodic meetings with the community to ensure knowledge of the services provided by the MHF program.   (J)   Reports to the CFHP (Chief Field Health Programme) patient feedback, service provision gaps, and other project obstacles   (K)   Coordinates closely with the other divisions in the health department as well as other departments in UNRWA including but not limited to Relief & Social Services, Finance Department, Donor Relations Unit and Public Information Office.   (L)   Do administrative works needed.   (M)  Liaises with the Finance Department to ensure continuous monitoring of the budget, received donations and expenditures   (N)   Keeps detailed account of expenditures, with details of patients under each service   (O)  Receives the patients’ applications for additional support requested from the program and ensure adequate and timely feedback.   (P)   Preparation of the periodic reports and attending meetings.   (Q)  Provides content for communication materials and fundraising efforts   Coordinates logistics and communications related to the Medical Hardship Fund advisory reports                   PERSONAL & PROFESSIONAL COMPETENCIES   (A)   Academic and Professional          Master degree in Public Health or Administration or relevant field.               (B)   Experience   Minimum of 4 years’ related professional experience, preferably in development and management of projects,   administrative functions, bookkeeping and accountancy.   (C)   Language                  Excellent command of written and spoken English and Arabic.       (D)   Skills and Competencies         i.        Ability to plan and prioritize the work under tight deadlines and handle multiple concurrent activities;            ii.        Positive attitude and strong analytical, interpersonal and communication skills;           iii.        Good knowledge in programme management cycle and results based management;           iv.        Affinity with cross-cutting issues of gender, disability, youth and protection;            v.        Demonstrated skills in working with others and ability to handle sensitive issues;           vi.        Proven ability to exercise initiative;          vii.        Proficiency in using compute applications, including Excel and MS Word;         viii.        Demonstrated skills in financial tracking and monitoring.       DESIRABLE QUALIFICATIONS:   (i)        Knowledge of UNRWA Rules and Directives;       (ii)       Prior experience with a UN organization, NGO, or donor government;       (iii)      Experience with relevant computer applications including  word processing, spreadsheets and database packages;       (iv)      Background in medical or paramedical background.       CONDITIONS OF SERVICE   Salary: The initial contract will be consultancy (OD29), which may transition into a fixed term project funded contract that is being established. The monthly salary will be in the range 2100 – 2480 USD depending of the contracting modality. The remuneration for Consultancy Contractor Contract is a gross amount, while the remuneration for the Fixed Term contract is a net amount complemented with additional benefits such as Provident savings fund and medical insurance.       EQUIVALENCY   Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.       ADDITIONAL INFORMATION   The incumbent may be required to travel in the UNRWA’s area of operations and willingness to work after duty hours or on weekends as necessary       RECRUITMENT PROCESS   The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Short-listed candidates who fully meet the required criteria, as well as the desired department’s profile, shall undergo Technical Test on Computer and Computer test (Word, Excel, Access and Power Point Intermediate level) and the five candidates with the highest passing scores will be then invited to interview. The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. For all posts, the ranking weight allocated for the technical/practical tests (listed below) is 60% and for the interview is 40% once candidates pass both test and interview.        GENERAL INFORMATION   UNRWA is an equal opportunity employer and welcomes applications equally from men and women.
