UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. UNRWA is by far the largest UN operation in the Middle East with over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.

MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
(A) Follows all relevant Health department policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner;
(B) Provides maternal health/family planning services to ensure readiness of patients before referrals;
(C) Examines pregnant women after initial visits through antenatal period to assess the health condition of the patient and whether she requires a referral to the Medical Officer/ Gynecologist;
(D) Provides advice on postnatal services at the health centre, when needed, to ensure continuous provision of maternal services; pays postnatal home visits to check on the health status of mother and child; follows up on defaulters;
(E) Advises families on birth spacing and family planning to ensure the well being and health of all family members;
(F) Supports the staff nurse in family planning sessions to ensure consistency of advice given; educates groups and individuals on various issues with regards to family planning, maternity and child care;
(G) Provides preconception care to ensure safe pregnancies;
(H) Performs breast examination for pregnant women and other suspected cases;
(I) Inserts Intra Uterine Device (IUD) and performs periodic checkups after insertion and takes vaginal swabs for laboratory testing;
(J) Assists in the provision of child health services and completion of records relevant to the provision of these services;
(K) Complies with all relevant safety, quality, health and environmental procedures to ensure a healthy and safe work environment;
(L) Reviews and analyzes reports related to maternal health, and shares information on research and related studies in order to help provide optimal care to patients;
(M) Maintains a high standard of infection control to ensure safety of staff and clients;
(N) Performs such other duties and assignments as may be required.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
i) A University Degree or three-year course in Midwifery from a recognized university or public midwifery institute.
ii) Possession of a license to practice midwifery in the country of duty station.
(B) Experience
i) At least two years of experience in a Maternal-Child Health Centre and/or maternity unit/hospital as a midwife;
ii) Experience in the use of computers and an understanding of their use in health applications.
(C) Language
Good command of written and spoken English and Arabic.
(D) Competencies
i) Ability to work under pressure and cope with a heavy workload;
ii) Good computer skills;
iii) Excellent organizational and communication skills;
iv) Self-motivated.
CONDITIONS OF SERVICE
Salary: Monthly basic salary L.L. 1,602,022.-
Contract Duration: - To fill one vacant post - Fixed term –Three years at Tyre Area (Burj El Shamali Health Centre)
- To establish a roster of five persons at Tyre Area.
Holidays: 30 days annual leave
Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month
Pension: Provident Fund contribution
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
As an Area post, preference will be given to local candidates already based in the duty station of the post.
TECHNICAL & PRACTICAL TESTS REQUIRED
Short-listed candidates will sit for two tests:
Written technical test (100%).
Computer test (Pass/Fail), which includes (Basic Level: MS Word and MS Excel).
The top 10 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited for an interview.
