MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, the incumbent will supervise the implementation of the“Full Accessibility” works – as per BoQs - as well as the planning and drawings of the “Partial Accessibility” works to be implemented under the ENPIProject (ENPI/2012/301-709) inthe following schools at Lebanon Field:

In specific, under the direction of the FICIP Department for the technical component and of the Education Department for the project implementation and reporting component, the incumbent will:
Day to day supervision and follow up of all construction projects executed in the abovementioned schools.
Assisting in the day-to-day co-management of the Accessibility componentensuring its successful implementation on time, within budget, to the qualityapproved in line with accessibility standards, and with the envisaged high community participation component;
Technical supervision of construction to ensure contractor's adherence tocontract documents, including drawings, specifications, testing and materials'requirements; assuring adherence of the contractor to time schedule andmaking sure that defective materials are removed and replaced properly, asrequired by the contractor;
Preparing/coordinating any site survey work necessary to support thedevelopment of design/tender documentation for future works; checking andsupervising any surveying work;
EnsureAccessibility standards and works as per planned are strictly adhered to during project implementation;
Construction management duties including, but not limited to, contractadministration, surveying, coordinating matters between multiple contractorson site, quantity measurements, cost control, reviewing interim and finalpayments and quality control;
Making recommendations on all variation orders andcontract amendments;
Assisting in assigning tasks and supervising specialistsand technical staff that may be assigned from time to time to infrastructure works;
Preparing weekly reports and assists in preparing the monthly reports and otherreports as required by the Project Manager of Education; keeps FICIP/Education management informed ofprogress and obstacles;
10.Preparing measurements, keeping measurements book, checking and assuringaccuracy of payments to construction contractor(s) and payments toconsultants;
11.Controlling budget; preparing and maintaining cost and expenditure recordsand forecasts and continuously comparing between budget, available funds,value of works executed, and remaining works and funds;
12.Testing of materials and analysis of results for quality control; reviewing andfollowing up on the implementation of the contractor's Quality Assurance / Quality Control plan and ensure all works carried out are in line with accessibility standards;
13.Keeping a diary, recording day-to-day salient project events, activities andprogress of works; protection of the interests of the Agency against potentialclaims;
14.Checking and following-up the schedule of works/phasing prepared by thecontractor(s) and other consultants working under her/his supervision;
15.Assisting in ensuring safety measures are adopted duringproject implementation;
16.Performing such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
A University degree in Civil Engineering;
(B) Experience
Three years of Civil Engineering site experience in a multi-disciplinary environment with at least two years of project management experience.
(C) Language
Excellent command of written and spoken English and Arabic is a must.
(D) Skills and Competencies
Specific competencies include:
Understanding of local laws and regulations,
Advanced computer skills,
Report writing skills,
Knowledge of materials testing, analysis of results and quality control in similar projects,
Ability to negotiate,
Time scheduling and budget control skills, and attention to detail
Knowledge and experience implementing disability accessibility works is desirable.
Knowledge of Earned Value analysis,
Ability to communicate,
Administration skills.
CONDITIONS OF SERVICE
Salary: As per relevant salary scale.
Contract Duration: 6 months (extendable upon availability of funds)
Working Schedule: from Monday through Saturday. Schedule may require work after duty hours.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

In this regard, if a candidate has a close relative (mother, father, brother, sister, son or daughter) who is already employed by the Agency, he/she can only be employed if the Agency is unable to find another suitable candidate.
UNRWA staff members with fixed term appointments may not be considered for any consultant/contractor position while in service. Candidates who are no longer employed by the Agency must have a minimum of 3 months break in service before they apply to any consultant/contract positions.

TECHNICAL & PRACTICAL TESTS REQUIRED

Computer based Technical Test (100%).
The top 05 scoring candidates in the written technical test given that none have scored less than 50%; will be invited for an interview.
