Project Manager (Job Creation Programme)   Location Lebanon Field Office Type of Appointment Contractor Deadline for Application 14 July 2013 Vacancy Announcement Number 954/2013 Department/Division Office of the Director – Programme Support Office    BACKGROUND UNRWA’s Employment Service Centers (ESCs) serve as part of the agency’s objective of improving employment prospects ofPalestinerefugees inLebanon, by strengthening their employability and improving their access to decent, sustainable and quality jobs.   Four ESCs have been set up throughoutLebanon, inTyre, Saida,BeirutandTripoli. The ESCs serve as the main tools for the placement and referral ofPalestinerefugees into the labour market.   The ESCs’ objectives are the reinforcement ofPalestinerefugees’ employability through referral to adequate vocational and skill training providers; apprenticeships and on-the-job training programmes; and job coaching services. The second objective is the direct delivery of employment services with referral of jobseekers to quality placements.   MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, The Project Manager’s main responsibilities are:   Planning • Manage project activities and ensure relevance to the overall mission and objectives    • Develop monthly targets and activities for each of the four centres in collaboration with ESC supervisors   Monitoring and Evaluation • Manage performance indicators and ensure that interventions are in line with the project work plan • Monitor the progress and evaluate the results of the project • Responsible for the implementation of corrective measures • Responsible for coordinating project evaluations carried out throughout the project • Responsible for the preparation of financial and narrative technical progress reports including inputs from partners   Project Implementation & Coordination • Provide overall guidance, support and supervision to Employment Unit and ESC staff (17 staff) • Ensure effective coordination with partners for project activities implementation • Supervise, and provide capacity building to the Employment Officer responsible for the day-to-day implementation and coordination of the ESCs’ activities   PERSONAL & PROFESSIONAL COMPETENCIES  (A)  Academic and Professional A university degree in International relations, Political sciences, Social sciences, Economics or related subject. Applicants with a graduate degree are preferred.   (B)   Experience Five years experience in project management, monitoring and evaluation within a humanitarian context;     (C)   Language        Excellent command of spoken and written English & Arabic;   (D)   Skills and Competencies i)      Strong analytical skills; ii)     Strong organizational, communication, and liaison skills; iii)   Strong leadership and problem-solving skills; iv)    Strong team management skills;   DESIRABLE QUALIFICATIONS i)      Knowledge of the Lebanese context and the employment issues affecting thePalestinerefugees; ii)     Knowledge of UNRWA and ILO mandates is an asset.   CONDITIONS OF SERVICE Salary: Monthly salary (full package) USD $3,500.- Contract Duration: Two years (Extendable)   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   GENERAL INFORMATION UNRWA is an equal opportunity employer and welcomes applications equally from men and women.
