MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, the incumbent:
(A) Develops a quality improvement plan including interventions that will improve the delivery of services and supervises the implementation of this plan and related interventions;
(B) Assesses the quality of services provided by the Health Department , namely at the level of the Health Centres, and suggests ways for improvement;
(C) Develops a good monitoring and evaluation system for the Health Department with main focus on the primary health care centres, including but not limited to development of quality standards and conducting patient satisfaction surveys;
(D) Monitors, evaluates and reports on the productivity of health staff in the Field; investigates whether the quality and standard of staff productivity is in line with the Department’s guidelines/procedures and best practices; advises on adjustments to standards, policies and strategies;
(E) Leads the training of Field health staff, in coordination with the Chief Field Health Programme, and coordinates training activities internally with the Heads of Units and externally with all stakeholders, including universities and other agencies involved in training development;
(F) Supervises the implementation of the Health Information Systems within the Health Department with main focus on the Health Centres;
(G) Evaluates the effectiveness and efficiency of health services with main focus on areas of interest at the level of primary care in general or by area of operation of UNRWA;
(H) Develops and leads the implementation of an Occupational Health Programme; develops a quality improvement plan and works on its implementation;
(I) Leads the operational research conducted within the Health Department;
(J) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
A. Academic and Professional
University degree in health related disciplines or business administration with focus on health care management or quality management.
B. Experience
At least six years of satisfactory professional working experience, preferably in the public health field, with experience in quality management, including three years at a senior level.
C. Languages:
Excellent command of spoken and written English and Arabic.
D. Competencies
i) Excellent analytical skills, including the ability to interpret medical information/data, summarize findings and contribute to reports and policies;
ii) Excellent skills in utilizing standard computer software;
iii) Strong communication skills, including the ability to present technical information to different target audiences in a clear and concise manner;
iv) Management skills, including the ability to deal with administrative issues and supervise staff;
v) Leadership and good decision making;
vi) Conflict resolution and problem solving.
DESIRABLE QUALIFICATIONS
Advanced university degree in public health (MPH) is an asset.
CONDITIONS OF SERVICE:
Salary: Monthly basic salary L.L. 2,244,523.-
Contract Duration: Fixed term -Three years
Holidays: 30 days annual leave
Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month
Pension: Provident Fund contribution
EQUIVALENCY
When the minimum requirements are not fully met, Field Director for Field Area Staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
N.B: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Short-listed candidates who fully meet the required criteria shall undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. For all posts, the weight allocated for the technical/practical tests (listed below) is 60% and for the interview is 40%.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. TECHNICAL & PRACTICAL TESTS REQUIRED:
Short-listed candidates will sit for two tests:
Written technical test (100%).
Computer test (Pass/Fail), which includes (intermediate level of each MS Word 2003, MS Excel 2003, MS Power Point 2003).
The top 5 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited to interview.
