PLACE IN THE ORGANIZATION
The incumbent reports technically and administratively to the Employment Service Centre (ESC) Supervisor.
EMPLOYMENT SERVICES CENTRE MISSION
à The ESCs’ objectives are:
The reinforcement of Palestine refugees’ employability through referral to adequate vocational and skill training providers; apprenticeships and on-the-job training programmes; and job coaching services.
à The second objective is the direct delivery of employment services with referral of jobseekers to quality placements.
Activities of the ESC include: registration of jobseekers and vacancies; conduction of rapid assessments of local labour markets to identify skills and professions required; offering information and counselling on job-search; match job seekers with vacancies; referring interested workers to training programmes, social services and other relevant employment support initiatives and institutions.
MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, and under the overall supervision of the Employment Supervisor, the Registration Clerk is responsible for the registration activities of the Employment Service Centre.
The Registration Clerk reports administratively and technically to the ESC Supervisor. Precisely, the Registration Clerk role is to:
(A) Process with the registration of jobseekers to the ESC database;
(B) Assist in maintaining the computerized database up to date, by entering, amending and retrieving information about jobseekers;
(C) Maintains the general files and various registers as required such as inventory listings personnel records of the respective staff, job files and correspondences exchanged with other departments/divisions/sections/units;
(D) Prepare, verifies, maintains and update records in prescribed formats for use by the respective staff; creates using standard computer applications, back up of records;
(E) Perform other duties as may b assigned by the ESC Supervisor (such as organization of events, workshops, etc.)
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
i) Completion of full secondary education;
ii) Successful completion of a formal training course in data entry.
(B) Experience
A minimum of two years relevant work experience in clerical and data entry work.
(C) Language
Good Command of spoken and written English and Arabic.
CONDITIONS OF SERVICE
Salary: Monthly salary (full package) USD $800.-
Contract Duration; Nine months (Renewable subject to availability of Funds) to:
- Fill two vacant posts: Saida Employment Services Centre (one post) and Tyre Employment Services Centre (one post);
- Establish a roster of 10 persons (five persons for each of Saida and Tyre areas).
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

Prior to the commencement of services, the consultant shall confirm and acknowledge in writing, and provide proof of the existence of, self-procured adequate private insurance against medical, disability and accident for the duration of the contract.
As a member of the United Nations system, UNRWA maintains a close relatives’ policy. In this regard, if a candidate has a close relative (mother, father, brother, sister, son or daughter) who is already employed by the Agency, he/she can only be employed if the Agency is unable to find another suitable candidate.
UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions.

As an Area post, preference will be given to local candidates already based in the duty station of the post.
TECHNICAL & PRACTICAL TESTS REQUIRED
Short-listed candidates will sit for one test:
Written technical test (100%).
The top 30 scoring candidates (Saida area: top 15 – Tyre area: top 15) in the written technical test given that none have scored less than 50%; will be invited for an interview.
