Solid Waste Specialist (Integrated Waste Management – IWM)   Location Lebanon Field Office Type of Appointment Contractor Deadline for Application 14/04/2016 Vacancy Announcement Number 991/2016 Department/Division FICIP   MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, and under the guidance of the Chief Infrastructure and Camp Improvement Programme, the incumbent will:   Collect, detail and evaluate the solid waste (SW), waste water (WW) and storm water (SW) sources data, through regular visits to the camps; Map the sanitation sector (SW, WW, SW) and identify potential relevant partners  to UNRWA EH strategy; Map the existing waste systems in each camp (waste water, storm water, solid waste, etc...), in collaboration with GIS officer and based on existing GIS information; Evaluate and map major risks of pollution inside and outside the camps related to SW, WW and StW (in collaboration with the Hydrogeologist and Environmental specialist); Evaluate and map the vector-borne diseases related to SW, WW and StW management; Evaluate and develop an integrated waste management tool adapted to the Palestinian Camps with operational application in the particular domain of Solid waste management; Develop and contribute to the Capacity Building programme of UNRWA personnel, including development of necessary training materials and identification of relevant partners; Develop SW, WW, SW technical guidelines and standards for the Palestinian Camps compatible with the national standards (integrated approach); Organize and implement at least 3 one-week technical workshops for UNRWA personnel on integrated waste management; Participate in internal and external meetings and trainings organized by the EHD team and/or as may be required by supervisor; Prepare and submit cost estimates as may be required by supervisor; Prepare needs assessment with relevant action plans and activities; Prepare monthly reports and/or as may be directed by supervisor.   Solid waste (SW) specific domain Identify, evaluate and map the qualitative and quantitative characteristics of the solid waste in the 12 Palestine refugee camps in Lebanon, based on technical surveys/tests and field visits; Quantify the SW categories produced inside the 12 Palestine refugee camps in Lebanon, including household, slaughterhouse, industrial, medical, wastewater, electronic and construction with sustainable solutions adapted to each context (extended to municipality and region’s current situation); Evaluate the feasibility of reducing, recycling and re-using SW, etc...  in each of the 12 Palestine refugee camps in lebanon, including the economic potentials in close collaboration with internal and external expertise in the SW domain ; Integrate the UNRWA regional SW management strategy for operational intervention; Develop and actively participate  in a SW pilot project in a selected Palestine refugee camp to be integrated within the EH Strategy; Evaluate the needs for the SW improvement (human, logistic, project and financial resources); Evaluate and propose improvements for the sustainability of the SW management inside the 12 Palestine refugee camps in Lebanon with technical and social innovations; Collaborate with other environmental sectors on water, air, land, energy and climate data management.   Waste waste (WW)  and Storm water (StW) specific domain Evaluate and map the WW and SW networks with connections to the municipalities; Evaluate the qualitative and quantitative WW and SW for each of the 12 Palestine refugee camps in Lebanon with improvements; Evaluate the potentials to artificial aquifer recharge with SW systems and infrastructure improvement; Evaluate the potentials of re-cycling waste water for agricultural or as renewable energies; Identify and develop documentation to prepare the WW and SW technical guidelines adapted to the Paleste refugee camps in Lebanon. Map the SW infrastructure with high-intensity rain simulation; Îdentify and map the flooding areas in each camp (using relief mapping) and propose optional solutions for decision by supervisor; Estimate the potential of SW infiltration (including aquifer artificial recharge in collaboration with the hydrogeologist); Develop synergies with the Disaster Risk Reduction programme in Lebanon.   PERSONAL & PROFESSIONAL COMPETENCIES (A)    Academic and Professional   Advanced university degree in one or more of the following areas (environmentalist, solid waste, waste resources management):    (B)  Experience   Minimum five years of progressively professional work experience at national or international levels in fields relevant to waste resources management (solid waste, waste water, storm water); Experience working in the UN or other international development organization is an asset.   (C)   Language   Fluency in English and Arabic is required French is an asset.   (D)   Skills and Competencies   Able to work under pressure Able to work in a team and in an independent manner Good knowledge of Lebanon waste sector Good negotiating and alliance building skill Capacity to deliver innovative and cost effective solutions Strong practical experience in solid waste and waste water domains Proven skills in sharing information with internal and external audiences AutoCAD / ArcGIS software Excellent computer skills, including Microsoft Word, PowerPoint and Excel Good capacity in community mobilization and knowledge of participatory approaches   CONDITIONS OF SERVICE Salary: As per relevant salary scale.
