MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
(A) Ensures the delivery of quality inclusive education to all students through:
i) Identifying the key concepts, content, skills and pedagogy appropriate to the delivery of curriculum subject areas taking into account needs of individual students;
ii) Using a range of appropriate learner centered instructional strategies and techniques;
iii) Enriching the host country’s curriculum where appropriate to develop the competencies of students and achieve UNRWA learning goals and values in line with UNRWA Curriculum Framework;
iv) Assessing students’ learning through the use of formative, summative and diagnostic assessment;
v) Maintaining a safe and effective learning environment in the classroom and school compound in accordance with the UNRWA school code of conduct;
(B) Participate in the school co-curricular activities/committees and maintains links with the wider education community to improve the performance and wellbeing of students including activities on key social, environmental, health issues, child rights and protection;
(C) Actively engages in school-based and other professional development including peer support, discussions and training in line with UNRWA approved policies, processes, and procedures;
(D) Contributes to the systematic collection, recording and analysis of data in line with the school and UNRWA EMIS system;
(E) Effectively communicates with parents and the school community regarding learner progress and needs;
(F) Contributes to the school policy level development, planning and evaluation working as a team member;
(G) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
A.1 Teacher Basic Education – grade 08 (the first entry level)
This first entry level is for partially qualified basic education teachers.
i) A university degree from a college or university in an appropriate subject;
A.2 Teacher Basic Education – grade 09 (the second entry level)
This second entry level is for newly qualified basic education teachers. The minimum eligibility criteria include:
i) A university degree from a college or university in an appropriate subject;
ii) Completion of a minimum one year pre or in-service training course;
A.3 Teacher Basic Education – grade 10
This third entry level is for fully qualified basic education teachers. The minimum eligibility criteria include:
i) A university degree from a college or university in an appropriate subject;
ii) Completion of a minimum one year pre or in-service training course;
iii) 5 years of teaching experience as a teacher – Grade 09;
A.4 Teacher Basic Education – grade 11
This is the highest level attainable by fully qualified basic education teachers. For teachers to move from Grade 10 to 11 the following eligibility criteria apply:
i) A university degree from a college or university in an appropriate subject;
ii) 10 years of experience at grade 10;
iii) Completion of a minimum one year pre or in-service training course;
iv) Satisfactory performance in PERs for the past 5 years must be 3 or above (in the old system) or 2 or above (in the new system);
v) Successful completion of School Based Teacher Development (SBTD);
(B) Experience
B.1 Teacher Basic Education – grade 08
This first entry level is for partially qualified basic education teachers.
No experience required at this entry level;
Staff members appointed with qualifications as prescribed under para. A.1 are eligible for promotion to grade 09 upon obtaining a pre or in-service training course of at least one year duration.
B.2 Teacher Basic Education – grade 09
This is the second entry level for newly qualified teachers, basic education prescribed under para. A.2 above.
No experience required;
Eligible for in service promotion to grade 10 after five years satisfactory services as a teacher with the Agency from the date of EOD, or from the date on which s/he becomes fully qualified as a teacher, whichever is later.
B.3 Teacher Basic Education – grade 10
This is the third entry level qualified teachers, basic education prescribed under para. A.3 above.
Five years teaching experience as Teacher – grade 09
Eligible for in-service promotion to grade 11 after completion of SBTD and satisfactory performance in PERs must be 3 or above (in the old system) or 2 or above (in the new system).
B.4 Teacher Basic Education – grade 11
This is the highest level attainable by fully qualified teachers, basic education.
Ten years teacher experience as teacher – grade 10, completion of SBTD and satisfactory of performance in PERs for the past 5 years must be 3 or above (in the old system) or 2 or above (in the new system).
(C) Language
Excellent command of written and spoken Arabic and good command of written and spoken French.
(D) Competencies
i) Knowledge of UN values, UNRWA general and education specific rules, policies and practices;
ii) Appropriate knowledge and understanding of the pedagogy and subject knowledge including openness on new ways of working;
iii) Demonstrated ability to communicate effectively both verbally and in writing;
iv) Ability to work under pressure and meet target deadlines;
v) Ability to work as a team member;
vi) Problem solving and critical thinking skills;
vii)Proficiency in the standard PC applications used by the Agency;
viii) Integrity and positive attitude for establishing and maintaining positive and proactive relationships with all relevant stakeholders.
CONDITIONS OF SERVICE
Salary: Monthly basic Salary: Grade 08: L.L. 1,611,609. – Grade 09: L.L. 1,666,526. – Grade 10: L.L. 1,724.195.-
– Grade 11: L.L. 1,796,839.-
Contract Duration: to establish an employment roster of a total of ten persons for all Lebanon.
Holidays: 30 days annual leave (School Vacation)
Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month
Pension: Provident Fund contribution
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
As an Area post, preference will be given to local candidates already based in the duty station of the post.
TECHNICAL & PRACTICAL TESTS REQUIRED
Short-listed candidates will sit for two tests:
Written technical test (100%).
Computer test (Pass/Fail), which includes (Intermediate Level: MS Power Point and Internet).
The top 20 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited for an interview.
