Lebanon currently hosts the largest per capital population of Syrian refugees in the region and worldwide, with over 1 million registered Syrian refugees. In response to this large number of refugees, WFP works to support approximately 700,000 people with regular food assistance using its e-card systems. Program implementation is supported by substantial analytical research, including annual vulnerability assessments of Syrian refugees, market and financial assessments, targeting and validation exercises, and monitoring and evaluation.
WFP also supports Lebanon’s safety net program for the poorest Lebanese, the National Poverty Targeting Programme (NPTP), through the e-card system and a package of technical assistance to strengthen Government capacity to effectively implement the program. As the Syrian conflict persists, and due to the current economic crisis in Lebanon, effort is ongoing to scale up this operation while strengthening the quality of the existing e-cards system to make it more adaptable and flexible to the needs of the population WFP serves. Strengthening partnerships with Government, local entities, and donors is also part of WFP Lebanon Country Office’s programme strategy.

Accountabilities:
Under the supervision of M&E officer, the incumbent will perform the following tasks:
- Support the M&E team in the monitoring and evaluation of the National Poverty Targeting Programme for vulnerable Lebanese, in close coordination with WFP’s social protection unit and liaising with the appropriate counterparts in the ministry of social affairs.
- Provide technical support and assist in the monitoring and follow-up on various activities and processes within the specific area of work supporting alignment with wider programme implementation.
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Coordinate and communicate with field offices, local partners, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Support the development of M&E guidance materials, tutorials and training materials for CO and FO staff and partners;
- Oversee data collection processes on the field and manage data cleaning, data analysis and reporting
- Draft timely, accurate and detailed reports on activities including reports on activity results.
- Other support activities as necessary.
Desired experiences for entry into this role:
- Previous experience in humanitarian or development contexts.
- Very good analytical and writing skills
- Statistical analysis skills
- Good experience utilizing statistical processing tools such as SPSS, “R” and/or STATA.
- Demonstrated proficiency in the use of several statistical tools and methods for vulnerability analysis.
- Demonstrated technical knowledge and understanding of M&E standards.
Minimum Qualifications:
Education:
Completion of secondary school education. University degree in Economics, Food Security, Agriculture, Statistics, Data Science, Public Health/Nutrition, political science or other related field is a plus.
Experience:
At least Five (5) years of experience in Monitoring and Evaluation. Experience using a variety of quantitative and qualitative analytical tools and methods is a must.
Language:
Fluency in both oral and written communication in English. Knowledge of Arabic and or French language is added advantage.
