Job Context:
The position will be based in Beirut Country Office. The incumbent will report directly to the Programme Policy Officer (Protection and Accountability to Affected Populations) and under the overall supervision of the Head of Programme Support in Beirut Country Office.
Job Purpose:
The Protection Officer is responsible for coordinating and providing technical support for the country office’s efforts to integrate protection in its programmes in line with WFP’s policy on protection and informed by the protection manual.
Duration of Assignment:
The Protection Officer will be contracted for an initial term of 12 months. The contract may be extended based on business need and satisfactory performance.
Key Responsibilities (not all-inclusive, nor exhaustive):
Within delegated authority and under the direct supervision of the Programme Policy Officer (Protection and Accountability to Affected Populations) and under the overall supervision of the Head of Programme Support in Beirut Country Office, the incumbent will be responsible for the following duties:
Programme support to integrate protection:
- Lead and regularly update context and protection risk analysis and diversity mapping.
- Undertake protection analyses of issues - including gender based violence and conflict sensitive analysis - that are impacting WFP beneficiaries and their communities and the linkages to food security and food assistance.
- Advise the country office and cooperating partners on implementation of mitigating measures in operations and appropriate adjustments to ensure inclusion of most vulnerable and at-risk categories
- Support principled humanitarian action and support the WFP Lebanon on humanitarian access – as and when needed/requested
- Provide strategic and technical support for the mainstreaming of protection across WFP operations in the country.
- Provide advice, guidance and follow-up in relation to any protection problems related to the safe delivery of food, cash or vouchers to beneficiaries, either before, after or during distribution.
- Support in setting up safeguarding measures to address inherent protection risks, such as child protection efforts and efforts to prevent sexual exploitation and abuse (PSEA).
- Support the relevant units in the country office (RAM, Programme etc.) and cooperating partners to integrate protection in assessments, monitoring, evaluation, and reporting tools.
- Contribute to the design and implementation of approaches related to information provision, community consultation, community feedback mechanisms.
- Support the country office and cooperating partners to implement good practice in data protection and privacy.
- Develop tools for protection integration as needed.
Capacity strengthening:
- Develop and implement a capacity building strategy on protection, disability inclusion and community engagement for cooperating partners and WFP staff.
- Undertake training and building the capacity of WFP and Partner staff on protection analysis,
- response development and integration in WFP’s work.
- Provide technical guidance, advice and mentoring support on protection to staff in relevant functional areas - both the WFP country office and sub-offices
- Contribute to Government capacity strengthening initiatives where applicable.
- Document lessons learned and best practices in protection risk analysis, mitigation and integration
- Disseminate WFP corporate guidance on protection, disability inclusion and accountability to affected populations
Partnerships (including Government partners) and interagency collaboration on protection
- Represent WFP in interagency fora on protection and support WFP to strengthen its relationship with the National Protection Working Group and individual protection actors to ensure complementarity with the overall strategy on protection.
- Coordinate with other UN humanitarian agencies, NGO partners and other relevant interlocutors on assessments of current and emerging protection issues and response planning.
- Promote partnership with and cross-learning from cooperating partners on integrating protection in food security activities
- Liaise with protection partners on analysis, capacity development, referral procedures and pathways
- Advise on and facilitate on the integration of protection in food assistance programmes through partnership building, coordination enhancement activities, programmatic actions, advocacy measures
- Develop advocacy strategy and implementation plan for key protection-related issues to be raised with relevant partners and stakeholders.
Reporting, fundraising and advisory role on protection mainstreaming and integration efforts
- Contribute to regular reports and updates for internal and external stakeholders on protection.
- Provide inputs to funding proposals with a protection lens.
- Advise senior management on protection and related humanitarian developments and updates in Lebanon and globally, including relevance for WFP activities, providing regular protection updates to use at donor meetings and high-level coordination meetings and fora.
Perform other related duties as required.
DESIRED SKILLS AND KNOWLEDGE:
- Designing and delivering protection and humanitarian trainings and training material.
- Working in complex political and humanitarian contexts.
- Experience analyzing data and information about context and affected populations.
- Developing and implementing relevant information, consultation and complaints and feedback mechanisms.
- Working with and understanding of the international humanitarian and development systems, including the UN system.
- Strong written and oral communication skills, including substantive analysis and report writing skills.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree (i.e. Master's degree or higher) in International Affairs, Human Rights, Law, Social Sciences, or other field relevant to International Development Assistance; or First University degree (i.e. Bachelor’s degree) with additional years of related work experience and/or training/courses.
Experience: Three (3) or more years of post-graduate professional experience (after completion of Advanced University degree) in protection work in humanitarian settings, or, five (5) years or more after completion of First University degree.
Language: Fluency in both oral and written communication in English and Arabic.
