Finance Assistant – SC 5 Beirut, Lebanon CO (one position)

Accountabilities:

 

Within delegated authority and under the direct supervision of the Finance Officer, the Finance Assistant will be responsible for the following duties:

 

Provide the procedural and technical support to staff within the areas of finance, to ensure compliance with WFP financial policies, rules and regulations.

Prepare the Minimum Monthly Closure Package and follow up with relevant units to take action on timely manner.

Draft Standard Operation Systems (SOPs) as required for effectiveness of Finance Business Process.

Monitor the centralized registry system in order to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.

Monitor Cooperating Partners Invoices, Budget and spending, clear financial and expenditure reports.

Coordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.

Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.

Monitor and analyses general ledger accounts in order to initiate and achieve corrective actions.

Compile data from the WFP database and systems in order to assist in generating and analyzing financial reports on a monthly basis.

Assist in the submission of quarterly VAT returns and other tasks pertaining to compliance with local statutory requirements.

Allocate tasks to other support staff, provide guidance and on-the-job training in management of financial resources (e.g. managing the petty cash/-imprest account, review and analyze vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.

Serve as assurance committee secretariat to organize meetings, draft recommendations, and support other units in compliance matters.

Handle Audit request and insure implementation after supporting in the review of Internal Control Environment.

Develop and implement an effective legal compliance program in line with WFP corporate rules and regulations

Perform any other duties as required

 

Minimum requirements:

  

Education: Completion of secondary school education. University degree in Finance, Accounting, Economics or any relevant discipline is a plus.

 

Experience: At least four (4) years of experience in Finance, Accounting, Audit, Compliance, Economics or other related field. Experience with humanitarian organizations (UN agencies, NGOs, etc.) is a plus.

 

Languages: Fluency in written and oral communication English and Arabic.
