Programme Associate (Livelihoods) SC6 - Beirut, Lebanon

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the direct supervision of the Programme Policy Officer (Reporting & Fund Management) the Programme Associate will perform the following responsibilities:

Reporting and Information Management:

  • Provide and compile inputs for reports, donor proposals and donor updates.
  • Prepare and update project matrix, track implementation progress in coordination with the Regional and technical Focal points of the livelihoods Unit.
  • Track participants and beneficiaries’ figures based on payment, registration and attendance sheets as well as output achievements for all livelihood indicators in coordination with Monitoring and Evaluation (M&E) unit. Provide inputs to External Relations Unit, Reporting Unit, Regional Bureau and other stakeholders as needed
  • Use WFP corporate reporting softwares and systems, as well as UN Agency reporting portals (WINGS, COMET, Activity Info).
  • Track reception, revision and clearance of partners’ reports. Liaise with Partnerships Unit and livelihood regional focal points for submission.
  • Coordinate with M&E unit on sampling based on lists of villages and activities, data collection

period, consolidation of project related information, participants and payment lists, support the review of the process and output monitoring tools to match the needs of the Livelihoods unit

  • Liaise with M&E, IT and AAP units on communication and common messaging to participants in livelihoods activities. Update Q&As for hotline as needed.
  • Liaise with Communications unit to provide data and figures used for infographs or write-ups.

 

Beneficiary Payment and Beneficiary Information Management:

  • Review and compile Cooperating Partners’ payment and registration lists on a monthly basis. Liaise with Cooperating Partners (CPs), Livelihoods regional focal points and Cash Based Transfer (CBT) unit as needed. Coordinate and document control mechanisms.
  • Organize orientation sessions and train CPs staff on beneficiary identification, registration and payments processes. Provide feedback on mistakes and challenges and develop new tools where needed to mitigate challenges and issues faced.
  • Liaise with Finance and Procurement Unit to process and clear Purchase Requisition Cash to Beneficiaries (PRCB) and Purchase Order Cash to Beneficiaries (POCB) for Food for Assets/ Food for Training (FFA/FFT) within WFP’s Global System. In addition, raise the Service Entry Sheet (SES) within WINGS to clear beneficiary payments and share livelihoods estimates with CBT for replenishment account.
  • Liaise with CBT unit, Field-Offices’ ecard managers and IT unit to build new tools and systems to mitigate risks.
  • Analyze transaction reports 
  • Update beneficiary payment, targeting and distribution Standard Operating Procedures (SOPs) as needed based on programmatic and operational changes.
  • Maintain e-card management for Livelihood unit: track card cancellations, card off-loading, card distribution.

 

Other:

  • Support the Livelihoods unit in administrative tasks such as archiving and documentation using online and office tools.
  • Liaise with IT on technical related issues to the Point of Sales system in overseeing the reconciliation process with SCOPE system.
  • Perform any other duties identified by supervisor in relation to professional competencies as required.

 

Standard Minimum Qualifications:

Education: Completion of secondary school education. University degree in Economics, Business, Development Studies, Forestry, Agriculture or related discipline relevant to international development assistance and social sciences.

Experience: At least 5 years of professional experience preferably in project reporting, coordination and information system design and development. Demonstrated and prior experience with humanitarian organizations is a plus (UN agencies, NGOs, etc.)

Language: Fluency in both oral and written communication in English and Arabic languages. Knowledge of French is an advantage.
