Job Purpose
The Programme Assistant is based at the Country office, and the incumbent will be responsible for providing overall support to programme activities related to emergency response for Syrian refugees, including coordinating the monthly activities of the validation cycles with various stakeholders both internally and externally, and overall responsibility to triangulate information and handle complaints received from different sources timely and effectively to ensure accountability to affected populations.
Key Responsibilities (not all-inclusive, nor exhaustive):
Within delegated authority and under the direct supervision of the Programme Policy Officer (Syrian Refugees) or of his/her designate, the incumbent will be responsible to perform the following tasks:
- Provide overall support to the general implementation of activity 1 (Syrian Refugees) programme including design, monitoring and implementation of activities that seek to effectively meet the food and basic needs of refugees and other crisis affected populations.
- Support coordination efforts to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Manage the quarterly beneficiary validation processes by ensuring proper coordination with the relevant stakeholders and the CBT team on (caseload of validation, prioritization, invitation, no show follow up, coordination with UNHCR externally, and M&E unit internally.
- Monitor validation process, identify any technical interruptions and follow up with relevant stakeholders including CBT unit, the field offices, service provider and validation sites for timely resolution;
- Run in coordination with CBT unit, weekly allocation of beneficiaries to validation sites using existing systems;
- Maintain a list of active validation sites, collect and consolidate updated information coming from WFP’s partners and internal teams and identify coverage gaps with field offices; and follow up on onboarding process with the field offices and service provider;
- Ensure the processes are in line with the Standard Operating Procedures (SOPs) in place; and
- Generate monthly and quarterly validation report, including a narrative;
- Generate in coordination with CBT unit, weekly report of validated cases and cases not to be invited, validation failure report and share with relevant units and stakeholders; and follow up on door to door validation with AAP and field offices.
- Consolidate final validation results coordinate with relevant units for implementation.
- Overall responsibility to manage and address complaints received through SugarCRM system and other channels (including, M&E monitoring reports, partner reports, distribution help desks, and others)
- Coordinate with various units to address complaints received on beneficiary withdrawal of assistance, validation, experience at WFP contracted shops amongst others; and escalate issues timely to supervisors to ensure effective and timely resolution.
- Provide overall support to the unit’s functions as required.
Desired Competencies:
- Experience in coordinating effectively with external parties.
- Experience in handling complaints is considered an asset.
- Hands-on experience in using Databases (such as Access and SQL), Excel, Power Point and Visio.
- Knowledge of WFP activities and procedures in the country is an advantage.
Standard Minimum Qualifications:
Education: Completion of secondary school education. Bachelor’s degree in the field of Business Administration, information systems, statistics, economics or other relevant field is desirable.
Experience: At least four (4) years of progressively responsible work experience in data analysis and visualization, statistics, and reporting. Very good knowledge and experience in preparing reports and data visualization.
Language: Fluency in both oral and written communication in Arabic and English. Fluency in another UN language is a plus.
