Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.

 

Under its Social Protection portfolio only, WFP aims in 2022 at supporting approximately 430,000 vulnerable Lebanese people with regular cash-based assistance (National Poverty Targeting Programme - NPTP) and 800,000 others with emergency cash-based assistance. WFP also intends on strengthening national stewardship of social assistance management through developing relevant systems, know-how and capacities at government levels.

 

Job Purpose:

 

We are seeking to fill the position of Programme Associate for Social Protection to support to overall administration of the Social Protection Unit.

The incumbent will report to the Head of Social Protection Unit.   

 

Duration:

 

The Programme Associate will be contracted for an initial term of 12 months. Contract may be extended based on satisfactory performance.

 

Key Responsibilities (not all-inclusive, nor exhaustive):

 

The incumbent will responsible for the following tasks:

  1. Support Social Protection Unit team in regular project administration and lead in all mandatory internal corporate processes and tasks pertaining to procurement, invoicing, financial and corporate monitoring requirement for Social Protection Unit related activities (inclusive of corporate tools like WINGS, COMET, ITS).
  2. Liaise and coordinate with other relevant units to ensure proper advancement of administrative requests and queries incoming our outcoming the Social Protection Unit.
  3. Support Social Protection Unit monthly cycle of assistance delivery in preparing mandatory administrative and operational documents in coordination with relevant units.
  4. Support Social Protection Unit team meetings’ planning, organization, moderation, and reporting.
  5. Lead in all Social Protection Unit archiving requirements and ensure proper storage, tracking and classification of Social Protection Unit documents on e-folders and propose corrective archiving measure when needed.
  6. Support Social Protection Unit team in drafting official mail and communication to governmental and donor partners.
  7. Respond and follow-up with governmental queries pertaining to Social Protection Unit operations (Beneficiary Tracking Sheets, Balance inquiry) and ensure they are dealt with and answered on a timely fashion.
  8. Support in organizing donor visits with relevant Field Offices and WFP units in coordination with Government partners
  9. Contribute to preparing timely corporate briefs and internal situation reports if needed.
  10. Support in developing guiding notes for the different Social Protection Unit activities’ processes.
  11. Perform other duties as may be required.

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

 

Education: Completion of secondary school education. University Degree in Administration, Business Administration, Economics, International Affairs, Social Sciences, Development Studies or other related fields would be a major plus.

 

Experience: At least five (5) years of relevant work experience in the fields of programme administration, support implementation, monitoring, performance assessment, support and/or research.

 

Language: Fluency in both oral and written communication in English and Arabic, Intermediate level of French is a plus

 

Desired Skills and Knowledge:

 

  • Experience in complex humanitarian/development project support, administration or implementation within UN agency, NGO or Government (required)
  • Ability to maintain regular, well organized and accurate records (required)
  • Advanced knowledge in MS Excel (required)
  • Previous experience using WFP corporate procurement, invoicing, monitoring tool such as WINGS, ITS, COMET (desired)
  • Flexibility to work in a fast pace working environment
  • Solid communication skills
  • Proactivity and ability to facilitate discussions and coordinate tasks with multiple units
  • Effective communication skills for diverse audience of different ethnic groups and economic levels, and interagency partners (desired)
  • Work experience with NGO or UN is a plus (desired)
  • Knowledge in formal communication i.e. with government counterpart (Arabic language).
