Job Purpose
Lead and oversee timely, efficient, and effective WFP project implementation at field level in collaboration with partners
Key Responsibilities (not all-inclusive, nor exhaustive):
Under the direct supervision of the Head of Field Office, the Deputy Head of Field Office will be responsible for the following tasks:
- Lead a large programme and monitoring team overseeing the implementation of a wide range of projects at Field Office level.
- Provide management support to specific and defined projects of considerable size/complexity, in compliance with WFP standards and procedures and ensuring a coordinated approach with the Country Office and other Field Offices.
- Recommend and implement, as appropriate, timely solutions to identified bottlenecks in project implementation.
- Contribute to developing and coordinating data gathering and reporting systems to ensure rigorous quantitative and qualitative monitoring and measure progress/achievements against plan.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal and external counterparts, including Country Office line Units, local authorities, and Cooperating Partners to ensure effective collaboration for project delivery; and highlight and address potential risks.
- Support the identification, development, and management of new partnerships.
- Support the capacity building of Cooperating Partners based on programme requirements and lessons learned, with guidance from the Partnerships Unit.
- Research and analyse a range of policy and operational issues to inform the development of policies, programmes, and activities.
- Facilitate donor missions and other visits to project sites.
- Represent WFP in regional thematic/coordination forums when needed.
- Deputize for the Head of Field Office and act as Officer-in-Charge in her/his absence.
- Other duties, as required.

- Has deepened technical knowledge through exposure to technical teams.
- Has taken leadership of implementing programmes.
- Has provided input into policy discussions and decisions.
- Has proven experience in effectively supervising staff to meet programme goals.
- Has experience in identifying learning and development paths to enhance staff capacity and performance.
- Has proven experience in efficient communication with stakeholders on humanitarian assistance issues.
- Has behavioural flexibility and ability to make changes to, and improve to, day to day activities as needed.
Standard Minimum Qualifications:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: At least five (5) years of post-graduate professional experience in Programme implementation. Experience in managing a medium-sized team is required.
Language: Fluency in both oral and written communication in Arabic and English. Fluency in another UN language is a plus.
