I-Function:

  • Identification, preparation and writing of proposals to be submitted to Donors following validation processes and taking in account the donor guidelines
  • Prepares proposals by determining concept; gathering and formatting information; writing drafts; obtaining approvals. 
  • Making sure that proposals in progress are in compliance with instructions, managing production and the distribution of all work documents and ensuring proposal formatting 

 

II-Reporting:

  • To the Program Manager.
  • To the Program Officer.

 

III-Supervising:

  • Technical Assistants
  • Direct Labor work team

 

      Coordinates:

  • With Proposal Writers.
  • With concerned parties as assigned by the Program Manager.

 

IV- Duties and Responsibilities:

  • Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.
  • Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.
  • Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
  • Maintains quality results by using templates; following proposalwriting standards including readability, consistency, and tone; maintaining proposal support databases.
  • Obtains approvals by reviewing proposal with key providers and project managers.
  • Improves proposalwriting results by evaluating and re-designing processes, approach, coordination, and boilerplate; implementing changes.
  • Updates job knowledge by participating in educational opportunities; maintaining personal networks.
  • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
  • Development and maintain a monitoring system that effectively links project budgets to planned activities and, using the system, produce a monthly update for decision making
  • Coordinate project baselines, project performance target setting (based on baseline), midterm evaluations and end line evaluations
  • Generally, support program development by proactively participating in development of new donor proposals, and specifically designing the M/E plans and indicator framework.
  • Represent the Project Manager as may be required from time to time.
  • Maintain and promote a positive image of Utopia and its activities by explaining what Utopia is doing and why it operates in that way.
  • Other duties as assigned.

 

V- Cooperation and Contact:

  • Develop and maintain effective working relationship with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing.
  • Share formalized information and progress with the team involved on the project on a regular basis.
  • Follow up on other actors activities in the area.
  • Provide regular support and feedback to post-holders reporting to this role

 

VI- Qualification:

Education and Experience:

At least degree level qualification in Social Sciences, Economics and other relevant field from an accredited learning institution.

 

Have at least 3 years of experience in program research, documentation, monitoring, evaluation, accountability and learning with hands-on skills in quantitative as well as qualitative research methods.

Post graduate level qualification will have added advantage.

 

Language Ability: (Arabic, English)

Arabic: Read, Spoken and Written English: Read, Spoken and Written

French is a plus.

  • Ability to communicate complex scientific data to communities, program staff, and partners in simple and clear manner

Computer Skills:

              Microsoft Office Package and ACCESS.

 

VII- Work Environment:

While performing his/her duties the Proposal Writer might be exposed to environmental and physical hazards such as: long sitting periods, long computer interaction periods, wet and/or humid conditions, precarious equipment and working areas, fumes, miscellaneous weather conditions, lifting heavy items, loud noise and airborne particles.
