JOB PURPOSE: To support the Public Promotion Team Leader Lebanon programme in the implementation of the emergency water, sanitation and Hygiene intervention and will be responsible for operational control of programme delivery at tented settlement, collective shelter and hosting community level. The work may involve, an immediate emergency stage, the assessment of the situation and in later stages the implementation of public health measures required to alleviate the plight of the refugees affected by the emergency.
Assessment and Programme Design
§ In collaboration with other members of the WASH team, participate in design and management assessments and baseline studies in order to identify WASH-related health risks and priorities.
§ Collect, record and interpret qualitative and quantitative data
§ Use assessment data to design participatory PHP interventions appropriate for the local context and culture.
§ Provide weekly update reports (including data collects, and key achievements for the week) and submit to the PHP TL
§ Assist the PHP TL in developing work plans and program activities.
Programme Implementation:
§ Implement PHP activities in WASH emergencies e.g. baseline data collection, formation and training of WASH committees and community based hygiene volunteers, working with logistics on targeting, delivery and monitoring of NFI distributions, design, implementation and monitoring of IEC strategy
§ Manage a team of community outreach workers (including E level Oxfam staff and community mobilisers)
§ Implement interventions for specific target groups, e.g. schools, youth groups, men, religious leaders
§ Carry out capacity building activities with Oxfam staff, partners and community members.
§ Supervise others to monitor and report against key WASH and health indicators.
Programme approach:
§ Apply Oxfam’s minimum requirements on accountability to beneficiaries in the implementation of PHP activities
§ Raise awareness and build capacity of Oxfam staff in adhering to Oxfam and international humanitarian standards
Programme planning and reporting:
§ Contribute weekly PH team review and planning meetings
§ Reflect on programme experience to contribute to PHP /WASH learning review
§ Provide regular and reliable narrative reports.
§ Contribute to the design, management, and communication of a responsible exit strategy
Staff Management
§ Manage (direct management) APHP team which works effectively with PHE colleagues
§ Provide day to day management of APHPs and community mobilisers including performance management with support of PHP TL
§ Conduct training needs assessment of APHPs and suggest areas of improvement to PH TL for support in designing relevant capacity building schedules, e.g. on job training and short weekly training on defined topics
§ Capacity building initiatives for Partner PHP team
Logistics
§ Work with logistics to ensure timely procurement and distribution of NFIs
§ Implement PDM according to agreed sampling frame
Coordination
§ Provide technical coordination of field teams to ensure coherent and consistent programming.
§ Maximise the value for communities of integrated working with PHE and logistics colleagues
§ Facilitate communication and cohesive working between PHEs and PHPs
§ With supervision, collect and report community level programme information for submission to coordination mechanisms.
SKILLS AND COMPETENCE:
Knowledge of one or more of the following: public health, health or hygiene promotion, community development, education, community water supply and sanitation. Academic or professional qualifications are essential.
Good organisational awareness.
