Child Protection Advisor

Objective of the job   The Child Protection Specialist is responsible for the development, coordination and mainstreaming of Child Protection programming within WCH  Lebanon and for creating linkages between WCH Child Protection programming and the Ministry of Social Affairs, UN agency and other NGOs.   The Child Protection Specialist ensures the quality of the WCH Child Protection Programme all over Lebanon and contributes to the integral implementation of the CP approach in all the projects.     Position within the organisation   The PDA-CP is part of the Programme Development Department and reports directly to the Programme Development Manager. She/he works closely with other advisors and specialists within the region, the organization, with the CD, PIMs and PCs.   Result areas   1.     Developing CP programme, methodologies, standards and tools   Gathers relevant information to inform programme development; Leads development of CP programmes, in-country methodologies, tools and checklists; Contributes to the development and evaluation of WCH Core Interventions in collaboration with Head Office; Ensures that WCH methods and standards for the implementation of CP programmes are developed/revised and remain up to date based on WCH programming practice and international standards and guidelines; Rolls out standards, methods and tools, including CP M&E methods and tools; Contributes to the oversight of the quality of CP programmes in Lebanon: status, methods used and results achieved; Contributes to the Lebanon strategy, annual plan, proposals, reports and evaluations in relation to CP and CS; Assures integration of the CS policy and related activities in all WCH Lebanon programmatic interventions;   Result: The CP programme in Lebanon is relevant to the context, aligned with national developments and of quality according set standards     2. Knowledge & Learning   Designs and provides competencies development plans, trainings and follow up in relation to the country CP programme and CS and programme staff; Provides ongoing support, guidance and advice to program staff  in relation to CP; Links Lebanon and international initiatives and stimulates knowledge-sharing; Supports PCs with relevant CP reports and recommendations based on CP evaluations and developments; Contributes to country programme and donor reports on CP achievements and developments in Lebanon;   Result: The Lebanon country team is supported in CP methodologies’ competencies development and learning, relevant to its country programme.     3. Coordination and representation    Liaises regularly with relevant counter parts, including advisors at HO and other organizations; Ensures that CP programmes connect with other WCH areas of work; Aligns the WCH country programme with national and inter-agency CP programmes, methods, tools, etc. Represents WCH externally, in relevant platforms/networks/working groups focused on CP themes; Supports the identification and packaging of CP advocacy issues;   Result: The WCH programme is aligned with national strategies in relation to CP and the organization is pro-actively represented and participating in national platforms.   4. Child Safety Coordinates all CS aspects within the country programme, including revisions, trainings and roll out of the CS policy; Assures a reporting system is in place for child safety concerns identified within the organization at all levels in full confidentiality and best interest of the child; Ensures all staff under his/her supervision has read, understood and signed the Child Safety policy and Code of conduct, and is aware of terms and conditions, in coordination with HR Supports other managers in doing the same; Provides support to staff on identifying and reporting child safety concerns, both inside and outside the organization; Assures the assignment of Child Safety focal points and regular follow up; Ensures staff receives regular child safety sessions; Promotes a culture of openness and transparency among staff in discussing child safety concerns through regular meetings and maintaining confidentiality;     Result: WCH CS policy and guidelines are introduced to all WCH Lebanon staff and regular follow up takes place   5. Staff management & Content Support Manages the CP officer(s) by guiding, coaching, instructing and motivating; Sees to adequate staffing in quality and quantity to support the programme; Conducts appraisals and feedback; team development and discusses career perspectives; Manages well-being of staff; Ensures well-functioning team and a good team spirit amongst his/her staff; Prepares terms of references for his/her staff; Provides content support and guidance on CP to Field Officers, Social Workers, Case Workers and Psychologists on topics relevant to their area of work in close collaboration with the PIM.   Result: Staff is motivated and pro-active and achieve goals efficiently and effectively   Knowledge and experience   Relevant academic background in Social Sciences / Psychology or other relevant diploma; Specialist knowledge of current principles and practices of Child Protection with children in (post)conflict areas; Understanding of Child Protection (programming) in (post) conflict environments. Minimum 3 years (I)NGO work in developing countries / conflict areas, preferably with children; Minimum 3 years in CP programming in (post)conflict areas; Minimum 3 years in staff capacity building and experience in providing trainings. Demonstrated experience in monitoring and evaluation of projects       Skills Ability to express himself/herself skilfully in written and oral English and fluent in Arabic. Strong critical analysis and strategic thinking skills; Leadership and coordination ability; Ability to provide (creative/interactive) trainings; Excellent communication skills; ability to give and receive feedback.
