Child Protection Program Supervisor (Cpps)

Objective of the job   The Child Protection Program Supervisor (CPPS) is responsible for the coordination and mainstreaming of Child Protection programming, for building the child protection competencies of staff within WCH-Lebanon and local partners and case management supervision.   Position within the organisation   The CPPS is part of the Programme Development Unit and reports directly to the PDM He/ She works closely with Technical Officers, Community Facilitation Officers, Project Managers and Advisors within the organization. He/ She manages  the Case Worker(s).   Result areas   1.     Supports  the development of CP programme, methodologies, standards and tools plus building the competencies and capacity of staff of War Child and partners.   Gathers relevant information to inform programme development; In collaboration with Child Protection Advisor in the region and the global child protection network, contributes to the development and evaluation of WCH Core Interventions; In collaboration with Child Protection Advisor  in the region ensures that WCH methods and standards for the implementation of CP programmes are developed/revised and remain up to date based on WCH programming practice and international standards and guidelines; In collaboration with Program Implementation Manager, builds the child protection competencies of War Child and partner staff Rolls out child protection standards, methods and tools, Contributes to the oversight of the quality of CP programmes in Lebanon: status, methods used and results achieved; Contributes to the Lebanon strategy, annual plan, proposals, reports and evaluations in relation to CP and CS;  Leads and coordinates integration of the CS policy and related activities in all WCH Lebanon programmatic interventions;   Result: The CP programme in Lebanon is relevant to the context, aligned with national, regional and international developments and of quality according set standards.   2.     Case Management Supervision   Supervises and monitors child protection cases and ensures that cases receive all the care and support needed in best interest of the child; Ensures the internal and external  SOPs, guidelines, referral and coordination mechanisms for case management are applied; Conducts weekly case management meeting with CM team, providing technical advice on cases and psychosocial support to caseworkers. Ensures that complex cases are followed up in the agreed time frame; Supports individual cases where required and provides regular monitoring of all aspects of case management services; Ensures that capacity and competency building needs do not result in gaps and addresses such issues with senior management; Monitors timescales for response, services follow-up and review of cases. Facilitates and attends case conferences for complex cases. Ensures case conferences are called involving relevant stakeholders; Reviews staff caseloads to assess that  they are manageable and shares challenges with the PDM and the Management Team (MT) Ensures access to material, logistical, and further technical support and sets eligibility criteria for material and other support; Monitors the documentation of cases through review of files and databases. Ensures confidentiality and that data protection and information-sharing protocols are respected; Reviews, analyzes and reports on trends in the case management to inform programming; Provides briefings on child safeguarding and appropriate behavior with children to all case management staff. Ensures any concerns are reported and addressed immediately; Integrates Child Protection Minimum Standards (CPMS) in case management and applies monitoring tools for quality aspects; Participates in the case management task force and ensures representation of WCH case management;   Result: Case management is implemented and delivered according to recognized quality standards in line with CPMS.     3. Coordination and representation    Liaises regularly with relevant counter parts, including regional and global advisors and other organizations; Ensures that CP programmes connect with other WCH areas of work; Aligns the WCH country programme with national and inter-agency CP programmes, methods, tools, etc. Represents WCH externally, in relevant platforms/networks/working groups focused on CP themes; Supports the identification and packaging of CP advocacy issues;   Result: The WCH programme is aligned with national strategies in relation to CP and the organization is pro-actively represented and participating in national platforms.   4. Child Safety Coordinates all CS aspects within the country programme, including revisions, trainings and roll out of the CS policy through support of the Child Protection Officer(s); Assures a reporting system is in place for child safety concerns identified within the organization at all levels in full confidentiality and best interest of the child; Ensures all staff under his/her supervision has read, understood and signed the Child Safety policy and Code of conduct, and is aware of terms and conditions, in coordination with HR Supports other managers in doing the same; Provides support to staff on identifying and reporting child safety concerns, both inside and outside the organization; Assures the assignment of Child Safety focal points and regular follow up; Ensures staff receives regular child safety sessions; Promotes a culture of openness and transparency among staff in discussing child safety concerns through regular meetings and maintaining confidentiality;     Result: WCH CS policy and guidelines are introduced to all WCH Lebanon staff and regular follow up takes place   5. Staff management Manages  the Case Worker(s) by guiding, coaching, instructing and motivating; Sees to adequate staffing in quality and quantity to support the programme; Conducts appraisals and feedback; team development and discusses career perspectives; Manages well-being of staff; Ensures well-functioning team and a good team spirit amongst his/her staff; Prepares terms of references for his/her staff;   Result: Staff is motivated and pro-active and achieve goals efficiently and effectively   Knowledge and experience   Relevant academic background in Social Sciences / Psychology or other relevant diploma; Minimum 3 years of CP programming experience in (i)NGO in Lebanon and/or other developing countries / conflict areas,   Skills Ability to express himself/herself skilfully in written and oral English and fluent in Arabic. Leadership and coordination ability; Ability to facilitate (creative/interactive) trainings; Excellent communication skills; ability to give and receive feedback.
