Consultancy To Support In Developing A Strategic Vision For War Child Holland In Middle East

We are looking for a consultant / consultancy group to support a three-person team (divided between oPt and Lebanon) in developing a programmatic and organisational strategic vision for War Child in the Middle East based on an analysis of recent conflicts in the region. The vision must align with the recently approved Global Strategy for WCH and be informed by the individual country strategies. The consultant/consultancy group will be responsible for the actual writing of the draft vision with guidance and participation from the three-person team.  The team and the consultant(s) will have 2 – 3 discussions of about one hour each week focusing on the task of that week. The draft vision document must be submitted to the team by October 14, 2016. The period of the consultancy will be six weeks from September 1 – October 15, 2016. The consultant/ consultancy organisation will be paid a lump sum fee for the entire six week period. It is expected that the consultancy will be full-time. Specific tasks (for consultant together with the three-person team) Become familiar with the WCH Global Strategy and the individual WCH country strategies in the region plus important programming and project documents.   Time-frame:          September 1 – 2   Carry out discussions with team and a document review to ascertain the psycho-social, child protection and education impact of the regional conflicts on children and youth.   Time-frame:          September 5 – 9   Do a stakeholder analysis to map the actors that are responding to these needs of the children and youth in the region. This would include identifying those actors that have cross-border, remotely managed and multi-country programming.   Time-frame:          September 12 – 15   Analyze if there are any conflicts emerging in the region that could have significant impact on children and youth and map the actors that are currently working in those areas of potential conflict.   Time-frame:          September 12 – 16   Do a gap analysis of locations (countries, regions) where the response is insufficient or non-existent. This analysis should include access, security, operational considerations, government attitudes (positive, tolerant, hostile) towards INGOs, potential donors for each location, national and local organisations that could be potential partners     Time-frame:          September 19 – 23   Based on the WCH Global Strategy, the above document review and three-part analysis the output of the consultancy will be: Executive summary (max. 2 pages) Introduction (2 pages) Methodology (3 pages) Findings and analysis (15 pages) Conclusions and recommendations (3 pages) Annexes: A draft report submitted in soft copy in English to War Child Holland using the following structure (number of pages per section are indicative only): -          Bibliography of consulted secondary sources -          Stakeholders’ analysis   The report should recommend: Locations that War Child should consider for continued, additional or future response. Locations could be a country, a region within a country or it could be cross-border region or multi-country location. Modality of intervention (partnership, direct implementation, consortium etc.) for the context of each location. Suggest key Interventions that might be most relevant and appropriate for the context of each location.    Time-frame:          September 26 – October 5 (Draft Report to be submitted on October 5.   Consultant proposes initial ideas on implementing the ME strategic vision, including resourcing and structure. Time-frame:          October 6 - 11 Three-person team plus members of small reference group review and provide feedback on the draft.   Time-frame:          October 6 – 11   Consultant finalizes the draft strategic vision document, adding the implementation ideas as an annex. Time-frame:          October 12 - 14         Profile of consultant/consultancy group   Essential: -          Relevant academic qualifications and field experience; -          Knowledge of and experience in the Middle East -          Knowledge of and experience in strategic and organizational development -         Fluency in English -          Ability to operate independently and remotely with minimal supervision -          Continuous access to reliable internet and communications   Desirable: -          Knowledge of and experience in child protection and community-based approaches, including in emergencies; -          Experience of managing education, child protection and/or psychosocial programs -          Arabic language skills   Submission of proposal   Applications should include:   -          A CV or similar document outlining relevant skills and experience. -         A 2-3 page expression of interest which includes methodology and approach, a description of deliverables, and a timeline. -         A budgetary proposal including: Number of working days and the daily fee Unforeseen (max. 5%) Taxes The total budget   Application should be sent by COB on August 30, 2016 to this email address:  Don.McPhee@warchild.nl or alternatively deposit your application at the Country Office.
