Operation Support Manager

War Child Holland’s Syria crisis response War Child is working in response to the ongoing conflict in Syria to provide education, psychosocial support and protection for vulnerable children. Your challenge You ensure that Finance and the Operation is set up and running effectively and efficiently to enable programme staff and other stakeholders to carry out War Child’s programme. You ensure transparent and reliable processes and you generate management information for the stakeholders. You manage a team of 1-2 other national staff members. You report to the Country Director (CD) and you are member of Country Management Team. Responsibilities Financial Management & Administration• Advises and supports the CD in maintaining efficient financial control (of cash flows, local payment, etc.) accountability standards, procedures and records;• Ensures financial management policy and guidelines are developed and adhered to, within a framework of remote program management and implementation;• Preparation of budgets, financial management and financial management information for stakeholders (CD and HQ);• Enhances the planning & control cycle within the operation in line with head offices guidelines;• Ensures accurate, timely and correct bookkeeping;• Reports the relevant developments on finance administration in the field to the support department at HQ; • Is involved in proposal development for donors to ensure proper reporting;• Manages money transfers and bank relations;• Plays a crucial role in Risk management;• Uses the software and formats as determined by HQ. Human Resource Administration and Policy• Analyses HR requirements based on organizational needs;• Advises CD and other managers on organizational development and personnel related issues;• Ensures that the National Staff HRM policies (HRM instruments and systems) are in place and adhered to; • Ensures proper HR administration;• Ensures that HR (administrative) policies and practices are in line with local legislation. Logistics, safety and Information & Communication Technology• The OSM oversees logistics, safety and ICT;• Establishes safety measures and reports to the CD;• Ensures update of operational manuals as needed. Capacity building staff & local partners• Builds capacity of the support staff in the country office through on-the-job training as well as trainings and workshops;• Indicates training needs and advices managers on possible trainings for the support staff;• Builds capacity of local partners in finance/HR/admin/logistics processes. Management of staff• Manages the finance, logistics (including ICT) and HR support staff at the country office and provides technical supervision to support staff in the different field locations;• Manages his/her staff by guiding, coaching, instructing and Motivating. Overall• Advises the Country Director on the above subjects; • Reports relevant developments on Finance, HR, Logistics and ICT in the field to the support departments at Head Office. Experience • Knowledge of financial administration (minimum BSc level), logistic management and procedures (including maintenance), IT (computer, network, communication means) and HR-administration; • 3-5 years of relevant experience in a management position within an international (NGO) environment, preferably within the field in a developing country and/or (post) conflict area;• Experience in HR administration and the development of HR policies;• Experience of working with automated accounting systems, SAGE experience is an added value;• Excellent reporting skills and knowledge of donor rules and regulations (UNICEF, SDC, EC);• Experience living and working in complex security contexts;• Proactive search for and utilize organizational resources; • Excellent social and communication skills;• Respect for confidentiality and high financial ethics;• Planning and organizational capabilities; • Capability to decide in tactical and operational issues; • Team player and hands-on mentality;• Result focused and cost-conscious;• Required: fluency in English (verbal and written). Knowledge of Arabic is preferred.
