OPERATIONS SUPPORT MANAGER in Lebanon

 

“An experienced finance manager with knowledge of and experience in administration, logistics and security management.”

 

This recruitment is open to all staff currently employed by War Child in the Netherlands, Sweden, Germany or any

of the programme countries.

 

You

As Operations Support Manager (OSM) you ensure that supporting processes are running effectively and efficiently to enable programme staff and other stakeholders to carry out War Child Programming. You manage security, logistics, and ICT, procurement, risk and finance functions of the Country Operation. The OSM sees to transparent and reliable processes and generates management information for the stakeholders.

 

The OSM reports to the Country Director. S/he is a member of the Country Management Team. S/he leads the collaboration and coordination with the Programmes, Communications and HR functions. S/he also coordinates and collaborates with operations staff in Amsterdam Home Office and in other countries.

 

This position is based in Beirut, Lebanon.

 

Your challenge

 

Safety & security

As the OSM you ensure that WCH Lebanon has updated security and safety systems and procedures and that all Lebanon staff and visitors know and respect these. You prepare and update regularly SOP/SMP (security management plan) and contingency planning, including context analysis (General Assessment and Specific Security Risk Assessment) and provide regular security reports to CD and support in analysis of broader security related conditions. You actively participate in security coordination meetings with LHIF, UN, NGO’s, SSCL, government bodies, establishing a network of contacts.

 

Financial Management

As the OSM you advise and support the Country Director (CD) in maintaining efficient financial control (of cash flows, payment, etc.), accountability standards, procedures and records. You prepare the budgets, ensure financial management policy and guidelines are adhered to and generate financial management information for stakeholders (CD and HO). You review budgets, monthly financial reports and financial parts of the 4M, 8M, &12M reports plus the Annual Plan and submit the final versions. As an OSM you are rresponsible for the preparation of grant proposal budgets and financial reports for donors according to their guidelines/regulations and liaise with relevant donors’ focal points as needed. You are responsible for the end-of-year closing and audits.

 

Risk Management

You are responsible for overseeing risk management on behalf of the CMT. You identify and assess the potential risks that may hinder the reputation, security, safety, financial stability, programming quality and delivery of War Child Lebanon. This includes conducting regular, detailed risk assessments. You identify and design processes, procedures and actions to avoid and/or mitigate any risks; lead and coordinate the implementation of these.

 

Logistics & ICT

You oversee logistics and ICT; you review logistics manual and ensure logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD). You are responsible for procurement and management of supplies, vehicles, assets, etc. You ensure quality management and maintenance of IT and communications processes, services and equipment including the introduction and functioning of global knowledge management processes, systems and procedures. You advise and report to the CD and you report relevant developments on logistics & ICT in the field to the relevant support departments at HO.

 

Capacity building staff & local partners

As an OSM you indicate the training needs and build capacity of the support staff in the country office through (on-the-job) training and workshops. You also build capacity of local partners in finance/HR/admin/logistics processes.

 

Staff Management

You manage the finance, security and safety, logistics, ICT and operational support administrative staff at the country office and provides technical supervision to support staff in the different field locations by guiding, coaching, instructing and motivating them. You are a close liaison to the HR manager in the Lebanon office.

 

Your profile

  • Knowledge of financial administration (minimum BSc level), logistic management and procedures (including maintenance), IT (computer, network, communication means) and HR-administration;
  • A minimum of 5 years of relevant experience in a management position within an international (NGO) environment, within a (post) conflict area;
  • Experience of working with automated accounting systems, SAGE experience is an added value;
  • Experience living and working in complex security contexts;
  • Proactive search for and utilize organizational resources;
  • Excellent social and communication skills;
  • Planning and organizational capabilities;
  • Capability to decide in tactical and operational issues;
  • Team player and hands-on mentality;
  • Result focused and cost-conscious;
  • Required: fluency in English (verbal and written) fluency in Arabic is of added value.
