Position Summary:- To serve as the focal point for all procurement related activities country-wide.- To be directly in charge of implementing the procurement that takes place in WCH Office (for all the budget of Country Office and the Projects).
Duties- Implement and maintain War child Holland internal procurement procedures for the projects, with records kept for a full audit trail standard under both War Child Holland and donor regulations.
- Proactively identify possible suppliers to fulfill the planned procurement, based on the needs and programs locations, ensuring the widest realistic openness of competition, and document the process.
-Finalize and maintain up to date the Database of Authorized and Preferred Suppliers/Vendors/Consultants and collect and prepare all necessary supporting documents for Authorizations granting and renewals by the committee.
-Update the Assets/Inventory Register with all necessary information and reconcile it monthly with Finance information.
-Through procurement of goods, services and works ensure support on programs delivery is of optimum level.
-Ensure necessary authorizations / approvals are always obtained and execute the purchase and delivery of appropriate supplies in a timely and cost effective manner.
-Liaise and co-ordinate with all relevant departments and partners regarding the requisition, follow up and delivery of goods and keep all parties fully informed of any changes.
-Review/establish and maintain an accurate up-to-date supplier information database (including market prices) for regularly purchased items as well as track and summarize in database all procurement processes undertaken.
-Build and maintain good professional working relationship with suppliers
-Coordinate warranty, maintenance and insurance claims for all Assets/Inventory Items.
-Support staff in charge of procurement in all Field/Project offices to fulfill their roles and responsibilities by providing guidance, information and training.
Reporting
-Prepare and submit comprehensive logistics and distribution reports to the Operations support and Emergency manager on a monthly basis or situational as required in compliance with War Child Holland practices
Selection Criteria
- Bachelor’s degree in Business or Finance- Having at least 1 year experience in procurement position and knowledge of procurement procedure commonly applied by NGOs and donors such as EU, UNICEF and UNHCR.- Strong negotiation skills- Strong planning and organizing skills to handle many tasks with deadlines- Flexible and active- Fluent English and Arabic
-Advanced computer skills
Conditions
Full time job of 40 hours per week, distributed in five days according the needs of the program.
