Background
Can’t Wait to Learn (CWTL) proposes new (cost-) effective solutions to the urgent challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWTL builds on concepts which have been successfully piloted in Sudan (e-Learning Sudan). CWTL has ambitions to increase the number of children with access to quality education in mathematics in areas affected by conflict in Africa and the Middle East, including in Jordan and Lebanon. The CWTL team, including its technical partners, will work together to digitise the Jordanian and Lebanese curriculum onto tablets, which will be used by children with guidance from a trained facilitator. In addition to mathematics, reading and psychosocial well-being-focused materials will be introduced to the CWTL portfolio during 2018. Developing fresh, interactive materials based on the national curricula and creating effective partnership structures to distribute these, creates new opportunities for making education accessible to those children who have been excluded. By facilitating their access to an effective and innovative learning tool, the CWTL programme seeks to increase children's resilience and support their educational (re)integration and progression.

Handling Operations
Finance
- Prepares payments for all programme related expenses and well as ensures they are well received to the beneficiaries:
- Monthly incentives for staff in the field
- Service providers: (Consultants, RAs, Experts, video production, translators…)
- Suppliers providing items needed for implementing programme various activities (Children’s refreshments, rehabilitations, as well as running cost…);
- Follows up closely on monthly payments and cheque advances;
- Keeps track and monitors advances for staff and partners’ transfer requests;
- Continuous budget monitoring to ensure proper expenditure of each budget line;
- Revises ledger received from finance and support in budget forecast;
- Performs budget allocations of expenses over donor contributions and Real-time monitoring for availability of funds per BL;
- Ensures that available budgets are well managed and spent according to agreed plans and donor requirements;
Procurement & Logistics
- Provides procurement department with PRs and POs prior to each purchase for requesting the launch of the process;
- Develops and maintains a filing system of partners as well as information on programme records and develop an e-filing system and in archives;
- Prepares correspondence / informative letters / formalities for third parties;
- Ensures requested services and items are well received to locations and they meet WC-L standards;
- Provides logistics team with team logistic needs prior to each week for proper arrangements;
Result: Programme operational aspects are handled and well managed in such manner that all programme activities are conducted on time with the proper documentation, relevant allocation and WC-L policies and standards are integrated in all programme implementation aspects.
Organization, Coordination and Management
Management
- Organizes seminars, programme opening ceremonies, hosting donors and beneficiary visits, site inspections, etc.
- Supports in submitting internal and external reports on time and that they are of high quality reflecting all programme aspects;
- Supports implementing partners to conduct the activities in line with the proposed the programme plan and timeframe;
- Develops, designs, and improves work methods and procedures in coordination with the supervisor;
- Represents WCH Lebanon in relevant working groups and other coordination platforms as requested by the Programme Manager;
- Processes PFAs, MoUs or any partnership agreement for implementing partners;
- Ensures research, monitoring and evaluation is integrated into the programme;
- Ensures the use of the WCH tools and formats for planning and monitoring unless it is agreed otherwise, in close collaboration with the Programme Manager and ensures smooth programme management and implementation;
- Adheres to WC-L policies and standards;
Staff Management:
- Supervises the field staff and ensures that the work is done properly and on time by meeting WCH targets;
- Supervises the IT staff and ensures that children activity is regularly updated and Programme inventory is properly tracked;
- Conducts field visits with the field staff;
- Ensures that feild team communicates effectively with children and communities members;
- Supports programme team in utilizing WC tools and procedures;
Coordination
- Coordinates with the technical team for planing the competency building of implementing partners staff;
- Regularly communicates and coordinates with all partners in the field;
- Supports implementing partners in competency building as may the partnership assessment may identify needs and coordinate with the concerned unit further support is delivered;
- Coordinates with the finance team in order to proper expenditure of each budget line are proper spening of the overall fund;
- Coordinates with the operations team to ensure all operational needs are fulfilled;
- Coordinates with WC projects, for most effective activities integration within same theme projects and proper tracking of overlapping beneficiaries with different themes projects:
- Coordinates with different WC projects for various project implementation aspects (field staff, same financial contributions for locations…)
Result: all programme implementation aspects are well organized, coordinated and managed, in a way to ensure, the workflow is in line with WC-L standards and vision and relevant to needs raised by the beneficiaries.
Knowledge and Experience
- Degree in Management or similar degree with experience in finance or accounting;
- Experience in managing budgets;
- Experience in managing projects focusing on CP, PSS & education;
- Experience working with partners;
- Knowledge and experience of programme and/or project management in complex multi-donors funds;
- Minimum of 4 year experience in similar positions with an NGO;
- Preferably previous experience working with children/refugees/vulnerable populations
Skills and Competencies
- Attentive to detail and cost-conscious with strong follow up;
- Strong planning and organisational skills;
- Problem solving and result-oriented;
- Knowledge and experience in M&E and knowledge in research is a plus;
- Flexibility including flexibility to travel in the field;
- Team oriented, with ability to manage staff and work efficiently independently;

- Cultural sensitivity and tolerance;
