General
The PSS Specialist is responsible for the development, coordination and mainstreaming of PSS programming within WCH Lebanon and for creating linkages between WCH PSS programming and the Ministry of Social Affairs, UN agency and other NGOs.
The PSS Specialist is expected to ensure the quality of the WCH PSS Programme all over Lebanon and contribute to the integral implementation of the PSS approach in all the projects.

Focal point of expertise within WCH for PSS programming
Overall coordination and monitoring of PSS programming areas/themes
Implementing War Child quality standards and insuring that PSS Minimum Standards (IASC) are being followed in all the Emergency Programmes.
Coordinator of Deals ToTs and other PSS training within projects
Position within the organisation
The PSS Specialist is part of the Quality Control Department and reports from a line position directly to the Manager or PMQ. Other essential relations are:
• Maintaining a close working relationship with other Specialists within the region, where specialist areas directly relate to the PSS area of work.
• Maintaining a close working relationship with the thematic Specialists
• Maintaining close collaboration with the PSS specialist
• Maintaining a close working relationship with the CD, EPMs and PCs, gathering input for program development and monitoring, rolling out standards, methods and tools, advising on programming, facilitating exchange and learning and building the capacity of program staff;
The PSS Specialist maintains other working relationships in the organisation when needed, among others with Institutional Fundraising, Communications and Advocacy.
Result areas
1. Define shared PSS programming standards
Based on WCH programming practice and international standards, ensure that WCH policy and standards for PSS are developed/revised and remain up to date.
2. Develop PSS methods and tools
Based on Child Protection policy/standards; ensure that (creative) methods and tools are developed for the implementation of WCH PSS Programs in collaboration with the PSS specialist.
3. Stimulate and monitor PSS programming in country
Roll out PSS standards and tools;
Advise on PSS program and project proposals (including those applying for institutional funds);
Generate overview of quality of PSS in WPAs: status, methods used and results achieved;
Review Lebanon strategy, proposals, reports and evaluations.
Provide PCs with PSS reports and recommendations based on Deals ToTs evaluations
4. Build capacity of Lebanon program staff and partners in PSS programming
Design/provide Briefings, Training of Trainers; and tailored trainings where needed and feasible;
Provide ongoing support, guidance and advice to program staff, in the field of Psychosocial Support
Link Lebanon initiatives; stimulate knowledge sharing and management.
5. Ensure linkage/integration with other thematic fields
Liaise periodically with other thematic Specialists
Ensure that PSS area connects with other WCH areas of work
Ensure use of uniform methods, tools and forms in activities, training and PME.
6. Externally represent, profile, and advocate for WCH PSS themes
Represent WCH externally, in relevant platforms/networks focused on PSS programming
Support the identification and packaging of PSS advocacy issues
7. Responsibility for PSS programming results
Lead in development and monitoring the PSS logical framework; and advise PCs and EPMs in order to generate WPA program results.
Lead in definition of the annual results on PSS work.
Provide 4M report on PSS achievements (on results) and developments in Lebanon,
Give input to, monitor and account for the different budgets assigned to PSS work
Job profile
Knowledge
Relevant academic background (Social Sciences / Psychology);
Specialist knowledge of current principles and practices of Child Protection with children in (post)conflict areas;
Understanding of PSS (programming) in (post) conflict environments.
Experience
Minimum 5 years (I)NGO work in developing countries / conflict areas, preferably with children;
Minimum 3 years in PSS programming in (post)conflict areas;
Minimum 3 years in staff capacity building and experience in providing trainings.
Demonstrated experience in monitoring and evaluation of projects
Skills
Ability to express himself/herself skilfully in written and oral English and fluent in Arabic.
Strong critical analysis and strategic thinking skills;
Leadership and coordination ability;
Ability to provide (creative/interactive) trainings;
Excellent communication skills; ability to give and receive feedback.
