General Description

WeWorld in Lebanon

WeWorld has been working in Lebanon since 2006 and is currently supporting vulnerable populations through multi-sectoral emergency responses as well as water governance, livelihood, and local development interventions in the governorates of Akkar, North Lebanon, Baalbek-Hermel, and Bekaa. WeWorld interventions aim to increase the populations’ resilience, enhancing the communities’ capacity to find, within its fabric, the skills and resources necessary to grow in a self-sufficient manner. WeWorld Lebanon counts more than 40 employees, divided into four offices (Beirut, Zahle, Ain, Kobayat). The main donors of the mission are EU, OCHA, AICS, DANIDA, AFD, and ICRC.

WeWorld Lebanon Monitoring, Evaluation, Accountability, and Learning (MEAL) department ensures the effectiveness and assesses the impact of project and programs. The department is tasked with the systematic tracking and monitoring of project activities, capturing both qualitative and quantitative data. Additionally, it actively supports the mission’s programs and departments by ensuring the delivery of high-quality services, leveraging knowledge, Ensuring Accountability to Affected Population, coordinating and assessing the efforts of local Implementing Partners.

Purpose of the Role

Under direct supervision of the MEAL Manager, the Accountability Assistant supports the Monitoring, Evaluation, Accountability and Learning activities of WeWorld Lebanon. The Accountability Assistant contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency, and sustainability of WeWorld programs. The Accountability Assistant will collaborate closely with the MEAL Manager, MEAL, and program teams to ensure that WeWorld Accountability to Affected Population (AAP) requirements are met.

The Accountability Assistant is responsible for the implementation of activities related to WeWorld internal and external accountability and mainly in its aspects related to transparency, accountability, and Feedback and Complaints Response Mechanisms (FCRM). The Accountability Assistant will also contribute to a variety of data collection tasks, such as needs assessment, research activities, FGDs and KIIs, beneficiaries’ satisfaction survey, monitoring field visits, Post Distribution and Implementation Monitoring, community consultations etc.

The Accountability Assistant will be based in Kobayat and will be employed with a 100% full-time contract.

Main functions and duties

  • Ensure proper functioning of WeWorld’s Feedback and Complaints Response Mechanism (FCRM) and upholding with the principles and standard of Accountability to Affected Population (AAP)
  • Ensure proper internal and external referrals management
  • Support the dissemination, implementation of, and compliance with WeWorld’s policies (PSEAH, Child Safeguarding, Code of Conducts and Ethics etc.)
  • Support the rollout and data collection phases of needs assessments, baseline activties, ad-hoc assessments and research, community consultations (FGDs and KIIs), Post Distribution/Implementation Monitoring (PDM/PIM) etc.
  • Support beneficiaries by providing information related to services from WeWorld, Implementing Partners, and other organizations
  • Ensure quality control of data collected from the field based on completeness, reliability, validity, timeliness and integrity in coordination with the MEAL team
  • Ensure accuracy, confidentiality, and security of qualitative and quantitative data
  • Prepare informative reports, identify shortcomings, and make relevant recommendations on a regular basis
  • Conduct regular monitoring visits in WeWorld Area of Intervention and provide timely feedback
  • Identify and conduct AAP-related capacity building activities for all WeWorld and Implementing Partners’ staff
  • Support the MEAL Manager in liaising with Implementing Partners and consortia
  • Participate, contribute to, and attend MEAL-related capacity building activities as requires
  • In collaboration with the MEAL team, facilitate learning events and disseminate lessons learnt

Carry out other MEAL-related activities assigned by the MEAL Manager as deemed necessary.

Job Specifications

Essential Requirements

  • University degree in social sciences, international affairs, project management or related disciplines
  • Minimum 2-3 year(s) of experience within (I)NGOs, including relevant experience within MEAL/M&E/Accountability/Protection/Safeguarding departments or related positions. The ideal candidate has previously worked for (I)NGOs in the programs/MEAL department and has concrete and proven experience with MEAL/AAP activities, specifically in the development and/or humanitarian context. Previous experience in Livelihood, Economic Development, Protection, and agri-food projects is a plus
  • Demonstrated experience in implementing Feedback & Complaint Response Mechanisms
  • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis
  • High proficiency in mobile data collection tools such as KoboToolBox, ODK, Survey123
  • Demonstrated experience in complying with AAP, PSEA(H), and Child Safeguarding policies
  • High proficiency in both English and Arabic language
  • High proficiency in Microsoft Office 365
